This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), in the Intelligence Watch and Coordination Center, at St. Elizabeth's campus.

Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.
  • Overtime may be required in response to a significant event.
  • Occasional Travel - Overnight travel may be required.

Qualifications

To qualify for the GS-14 level, applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that included: The competencies or knowledge, skills, and abilities needed to perform this job are: 1. Knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; 2. Expert knowledge of principles, policies, and programs of relevance to intelligence plans, programs, products, and operations and the ability to analyze issues in order to develop policy recommendations and program proposals; to critically review and/or prepare reports, memoranda, technical proposals, planning documents, or position papers; and to provide expert advice and assistance on intelligence issues; 3. Expert knowledge of business and policy processes and services involving planning, programming, budgeting, and execution; performance management, measurement and analysis; executive secretariat administration; budget and spend plan functions; contract management and administration; and personnel management functions; 4. Expert ability to communicate orally to identify and clearly articulate problems, to present proposals, recommendations, and to provide authoritative guidance to management regarding intelligence plans, programs, products, and operations involving threats to the Homeland; and 5. Expert ability to communicate in writing to prepare and/or identify and clearly articulate problems, to present proposals, recommendations, and to provide authoritative guidance to management regarding intelligence plans, programs, products, and operations involving threats to the Homeland. You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Substitution of education in lieu of specialized experience may not be used for this grade level.
