The incumbent is an Advanced Diagnostic Radiologic Technologist, Assistant Picture Archive and Communication System (PACS) Administrator assigned to BVAMC Medical Imaging Service. The incumbent functions as an Advanced ORT and Assistant PACS Administrator, performing General Radiology procedures at least 30% of the time and is responsible for a wide range of technical, training, and administrative duties associated with the operation of the BVAMC Medical Imaging Service and support services.
Duties
Advanced ORT/Assistant PACS Administrator functions with guidance from the Quality Management Technologist and is responsible for training medical personnel. Training encompasses daily usage, protocols for good data management, and low-level troubleshooting of various clinical information systems and/or PACS systems.
The incumbent is part of a self-directed, dynamic team and serves as one of the customer's point of contact for the Medical Imaging Service concerning issues involving first level technical support, which requires independent judgment and initiative. Problems may be confined to a single customer or extend across organizational lines and may require the use of various methods of analysis and problem-solving techniques. This may involve the initiation and analysis of data developed and preparation of recommendations. Incumbent maintains a support knowledge base and tracks customer problem resolution.
Incumbent can provide key personnel training/instruction and guidance in the clinical information systems and PACS systems. Training will be provided to a diverse group of trainees within a continuum of competency levels. Incumbent provides both formal training and as-needed sessions with individual users. Incumbent maintains educational materials and makes the materials available in an on-line format. The incumbent provides advice and assistance in the utilization of various computer applications.
Advanced ORT/Assistant PACS Administrator helps manage and administer training file databases, determining organization of data and field definitions.
Advanced DRT/Assistant PACS Administrator performs problem solving related to the resolution of user software application, and/or system problems. Incumbent performs a variety of software problem solving duties following various procedures specific to the software application used. The incumbent troubleshoots a wide range of user application problems. Incumbent serves as one point of contact for incoming questions from various departments (Biomedical Engineering or emergency work order) regarding the clinical information systems and/or PACS systems applications and problems. Incumbent accurately maintains and updates appropriate reporting mechanisms on a timely basis. Incumbent tracks customer generated trouble calls per established procedures. Incumbent passes trouble calls when necessary to the Quality Management Technologist or Biomedical Engineering Department representative and escalates trouble calls when conditions require a prompt resolution.
As Advanced ORT/Assistant PACS Administrator, the incumbent can serve as a point of contact for initial response of software related issues for clinical information systems and/or PACS systems.
The incumbent maintains manuals, reference books, and/or software instructions associated with the clinical information systems and/or PACS systems. Develops and maintains a library of computer documentation in an online format.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
Grade Determinations: Diagnostic Radiologic Technologist, GS-9
Experience. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level.
The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific
KSAs designated by an asterisk (*):
*Ability to balance the needs of patients and staff while still performing complex scans and procedures.
Knowledge of techniques for gathering relevant information from the medical record, significant others, and health care providers.
*Ability to assess factors that may contraindicate the procedure.
Knowledge of basic first aid and basic life support practices related to radiography.
Knowledge of physical assessment, aseptic techniques, intravenous methods and techniques and universal precautions.
Knowledge of pre-procedural, procedural, and post-procedural care of patients.
Preferred Experience: Three years experience as DRT
