The Disability Rights Section is seeking an experienced attorney to serve as the Deputy Chief, Regulation/Legal Interpretation/Interagency Coordination Unit. Duties

As a member of the Disability Rights Section's management team, the Deputy Chief manages a unit performing the following duties: Develops and implements office procedures and policies; Participates with other managers in setting Section priorities and goals; Plays a significant role in the Section's development of legal positions and interpretations; Coordinates with other managers within the Section and other Department components on matters implicating the Department's implementing ADA and section 504 regulations, including enforcement matters; Manages assigned staff (special counsel, supervisory attorney(s), attorney advisors, and other professional and support personnel), as well as contractors, in developing regulations, reviewing requests for ADA code certification, coordinating Federal implementation of disability rights laws, and providing technical assistance; Implements Department of Justice policies intended to ensure equal employment opportunity and affirmative action, to curb fraud, waste, abuse, and mismanagement, and to ensure full compliance with the Freedom of Information Act and Privacy Act; Serves as the Department's liaison to the Access Board; Represents the Section in conferences and meetings with other Departmental offices, Federal officials, State and local officials, and members of the public; and Supervises DRS's Regulation/Legal Interpretation/Interagency Coordination Unit, which provides legal counsel and policy guidance to a variety of stakeholders, such as federal officials within the Department and other federal agencies; coordinates with other federal agencies to ensure consistent implementation of the law; reviews, drafts, develops, and publishes regulations; conducts training and participates in presentations; participates in strategy and coordination efforts; conducts legal and factual research, writing, and analysis; engaged in outreach efforts; and provides technical assistance to public and private stakeholders.

Qualifications

Required Qualifications: Applicants must possess a J.D. from an American Bar Association accredited law school, be an active member of the bar in good standing (any jurisdiction) and must have at least five years of post-J.D. work experience. Applicants also must have strong, demonstrated qualifications in the following areas: academic achievement; substantive knowledge and expertise in the laws, rules, and regulations applicable to the work of the section; written and oral communication skills; the ability to analyze complex issues; skill and experience working collaboratively and productively with others; organizational skills; professional judgment; initiative; and the ability to excel in a fast-paced, demanding environment. In addition, applicants must have outstanding professional references. In addition, applicants must have the ability to motivate and engage employees; the skill to build relationships that create trust, open dialogue, and full transparency; the assertiveness to drive outcomes and overcome adversity; the capacity to create a culture of clear accountability; and the integrity to make decisions based solely on merit. Preferred Qualifications: Judicial clerkships, law review, moot court, clinical experience, and skills and experience working cooperatively and productively with a range of people, such as charging parties, witnesses, respondents, disadvantaged or disenfranchised groups, opposing counsel, judicial or administrative officials, advocacy groups, law enforcement personnel, and the staff of other federal or state governmental agencies, are also preferred.

Education
