Coordinates data management and information systems in the Pharmacy Service, under the direction of the Associate Chief of Ambulatory Care, and in concert with other supervisory personnel within Pharmacy Service. The incumbent is responsible for generating, processing, and advising others on data collection and presentation as requested.

- Serves as the primary consultant on BCMA issues for the Pharmacy Service. These duties include but not limited to attending the Clinical Bar Code Management Committee meetings, participating in tracers examining BCMA utilization by nursing staff, acting as a resource to nursing and pharmacy staff when BCMA problems arise, setting up training account orders, and adding bar codes to the local drug file for new products. Supports initiatives by the BCMA Coordinator and the pharmacy management team to study and improve the BCMA system of drug administration and documentation.
- Establishes organizational structure, guidelines, performance standards, work review and reporting requirements for their service. Defines the lines of authority and supervisory control necessary to effectively carry out tasks assigned by the Chief of Pharmacy.
- Devises methods of effectively keeping all staff informed of all VA systems issues that affect them and patient care.
- Assists in the development and implementation of long and short-term goals for the service.
- Makes independent decisions, with appropriate input from the pharmacy leadership and other affected services, regarding the development of new programs, taking into account staffing and budget realities, program evaluation studies and overall changes and developments within the hospital and/or VISN.
- Serves as information security coordinator for Pharmacy Service. The incumbent is responsible for
developing and implementing procedures to preserve the privacy and integrity of all computer data
through menu management and access limitation.
- Communicates and works with ADPAC/Informatic Pharmacist and supervisory staff to ensure all
systems are performing at the necessary level. If hardware/software used is not adequate to support
specific applications, independently researches reasonable alternatives and recommends appropriate
replacement hardware/software to Pharmacy Management for discussion.
- Follows the appropriate chain of command and informs the supervising pharmacist or the assigned
supervisor of problems or unusual situations, with recommendations for appropriate action.
- Ensures pharmacy system compliance with Directives, Policies, and Handbooks, VHA Pharmacy
Benefits Management (PBM), Guidance for CSPs, Guidelines for Safe Preparation of Sterile
Compounding (2013) published by Institute of Safe Medication Practices (ISMP), American Society of
Heath-System Pharmacists (ASHP), and National Institute for Occupational Safety and Health
(NIOSH), and Office of Inspector General (OIG), Joint Commission, and Occupational Safety and
Health Administration (OSHA) requirements, or any other accrediting bodies or best practices for the
acute care clinical setting.
- Ensures that systems are fully integrated, resources are utilized effectively and efficiently, and
objectives are met. Makes configuration changes to hardware and software to meet evolving and
complex computerized initiatives (Automated dispensing cabinets, CPRS, BCMA, Internet Refills, etc.)
and Pharmacy Service needs.
- Coordinates and provides training to end-users on current software applications as needed, as well as
how the packages integrate with each other in the Pharmacy Department working alongside the
Pharmacy AdPAC/Informatics Pharmacist and Leadership Team.
- Identifies the need for automation, outlines the parameters and characteristics of the system, and ensures
that the resulting system meets the needs of pharmacy service. The incumbent serves as the principal
point of contact on pharmacy's automated systems. The incumbent monitors automated system
performance, identifies problems, corrects deficiencies to improve system operations. Evaluates vendor developed
software and provides information, recommendations, and advice to assist management in
decision-making
- Devises efficient templates to extract information from VISTA for Pharmacy Service and other Medical
Center staff as required.
- Responsible for the evaluation, enhancement, implementation, and maintenance of current and future
versions of Pharmacy computer systems to improve pharmacy operations, clinical programs, related
CPRS functions, and any other systems that effect the Pharmacy's role in delivering services to the
veteran patient.
Identifies, interprets, and resolves prescribing and dispensing issues, including pharmacotherapeutics and the formulary. Documents interventions within the specified timeframe if applicable.
Assists in the development of proposals for improved and/or new pharmacy systems. Work health care providers to develop programs.
Other duties as assigned.
Work Schedule: Monday-Friday 7:30am-4:00pm off-tour hours as needed for any patient care support

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Education
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
OR
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure.
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
GS-13 GRADE EXPERIENCE
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Assignment. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
Preferred Experience: PGY2 in Health Systems Informatics or equivalent ASHP experience (5 years in informatics). Experience with Cerner software and applications.

Physical Requirements:
-The incumbent must be physically and mentally able to efficiently perform the duties of this position.
-The work requires regular and recurring physical exertion, involving standing/sitting for prolongedperiods of time, frequent twisting/turning, and bending/stooping.
-The incumbent must be able to perform lifting/carrying, pushing, or pulling different types of equipmentsuch as cabinets, carts or supplies weighing at minimum 50 pounds through various terrains.
