You will serve as a Senior Engineer or Scientist in one of the following areas: Test and Evaluation, Undersea Weapons, Undersea Systems and Sustainment Engineering, or Unmanned and Theater Undersea Warfare Systems at the Naval Undersea Warfare Center, Division Keyport, WA NAVUNSEAWARCENDIV KEYPORT WA.

Duties

You will design devices, equipment, or systems using established criteria or specifications. You will test material, equipment, or systems for compliance with specifications or for evaluation in terms of operational use. You will review technical aspects of applications, designs, or proposed plans for compliance with laws, regulations, standards, specifications, quality criteria or other requirements. You will plan, schedule, and conduct a detailed investigation of projects with several complex features. You will conduct tests in a laboratory setting or on a range, and monitor specific parts of complex tests. You will perform studies involved to solve unusual production, operating, or facility problems; determining feasibility of new products, equipment, and methodology to set standards and evaluate new equipment, systems or processes.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Electronics Engineer (0855 series), a Physicist (1310-series) or an Operations Research Analyst (1515-series), depending on the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0830, 0850 ,0855, 1515, and 1320) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist serving in an In-Service Engineering Agent (ISEA) role in the design, development, systems engineering and life cycle support of technical systems for an undersea acquisition warfare program. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1310 Professional Physicist series you must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must possess a Bachelor's degree in physics; or related degree that included at least 24 semester hours in physics.

You must posses a combination of education and experience; courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

FOR the 1515 Professional Operations Research Series. You must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must possess a bachelor's or higher degree in operations research.
OR
You must possess a related degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
