You will serve as the Project Team Lead within the Electrical Applied Technology Branch (Code 423); Rapid Prototyping and Fabrication Technology Division, Undersea Systems & Sustainment Engineering Department, Naval Undersea Warfare Center Division, Keyport, Washington (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will perform project management functions and provide technical leadership and expertise over large and small scale engineering projects involving reverse engineering and design. You will be responsible for the planning, technical direction and expertise, and coordination of all aspects of assigned engineering efforts, including funding, resources, and execution of assigned projects/programs. You will evaluate and make recommendations on the technical adequacy and progress being made on any or all efforts assigned. You will work with assigned engineers on several levels, as well as the division principal engineer, and technical project managers. You will plan and coordinate projects requiring innovation and originality in developing schedules, procedures, funding allocation, progress and reporting methods, and efficient application of technical concepts and assigned personnel. You will establish and work closely with project teams to implement project tasking; monitor the various sub-elements of schedule, budget, and technical planning to ensure that each is accomplishing the established objectives. You will provide technical and project execution leadership/expertise to a team of professional employees for all assigned projects. You will be responsible for determining overall project objectives, and ensuring effective team communication, integrated execution, and formal project discipline. You will ensure effective program communication occurs within the division and between the technical warrant holder, various program offices, and customers to support projects and foster a cooperative team environment. You will ensure that the organization?s strategic plan, mission, vision and values are communicated to the team and integrated into the team?s strategies, goals, objectives, work plans and work products and services. You will articulate and communicate the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. You will identify, distribute and balance workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor?s instructions on work priorities, methods, deadlines and quality have been met. You will prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. You will report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. You will lead a team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made. You will coordinate with Technical Project Managers and your assigned team to maintain funding lines for projects. You will serve as the point of contact for matters including the coordination of program requirements and matters related to the technical execution of assigned projects.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer overseeing or managing the planning, developing, establishing and tracking of cost/schedule/performance, and tracking for electro-mechanical engineering projects relating to Undersea Systems and subsystems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
