This position is in Region 10, Mission Support Division, Human Resources Branch. About Region 10: https://www.epa.gov/aboutepa/epa-region-10-pacific-northwest  This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Partial work-from-home flexibilities may be authorized. **A RELOCATION INCENTIVE MAY BE OFFERED NOT FULLY PAID RELOCATION EXPENSES**

Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as researching and applying federal human resources laws, regulations, policies, or procedures; developing, implementing, or managing programs or organizational initiatives; and collecting and analyzing data and reporting results. Your answers to the online assessment will be used to evaluate your competencies in the following areas:Knowledge of advanced Human Resources Management principles, concepts, practices, analytical methods, and techniques to develop broad guidelines or regulations or to conduct projects to resolve complex systematic problems for Region 10. Knowledge of a wide range of Federal personnel regulations issued by the Office of Personnel Management (OPM), decisions rendered by the Merit Systems Protection Board, the Federal Labor Relations Authority, pertinent EPA and Office of Management and Budget (OMB) policies and General Accounting Office (GAO) decisions to assure quality of advice and decisions. Knowledge of planning, organizing, directing, guiding and providing leadership to HR program development and operations. Knowledge of management philosophies and viewpoints and knowledge of new program ideas, concepts, techniques, systems and methodologies, particularly in the conduct of personnel programs also is required. Ability to extract, analyze and display complex data and trends used in assessing and improving human resources management service delivery. The work of this position requires the ability to make formalpresentations on approaches, findings and recommendations to senior management officials. Ability to design and conduct comprehensive HR studies characterized by boundaries that are extremely broad and difficult to determine in advance and to identify/propose solutions to HRM problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate. Knowledge of of the statutes, concepts, principles, regulations, and policies governing Federal Equal Employment Opportunity in order to plan, organize, and implement a comprehensive regional diversity program, as well as to provide expert advice to management officials on diversity issues. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Ability to communicate orally and in writing sufficient to present information and briefings for audiences at all rank/grade levels, present staff recommendations, negotiate solutions to disputed recommendations, and to prepare written reports, recommendations, directives and or operating procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
