The VA Long Beach Healthcare System is hiring one (1) Health Systems Specialist in the Medicine Healthcare Group to work in Long Beach, California. The incumbent utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the Medicine Health Care Group.
Duties
The incumbent will develop administrative and strategic operational initiatives of the Medicine Healthcare Group (HCG) to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area. Duties include but are not limited to the following:
Plan, organize and review requests for resources within their assigned chain of command and/or make recommendations.
Assist in prioritizing resource allocations throughout the healthcare group in conjunction with the Executive Leadership Team (ELT).
Review resources requests for FTE, Equipment, Overtime, and Space, and keeps abreast of the budget and forecasts needs based on regional market trends.
Review policies and procedures that are in conformance with the overall philosophy of the Veterans Health Administration (VHA) related to all aspects of healthcare programs.
Review medical center budget initiatives, subsequent justifications and/or defend for the clinical or administrative service/program to the Chief of Medicine as needed.
Coordinate and participate in strategic planning throughout the healthcare system.
Make recommendations regarding necessity of the project and/or what elements are to be included in the scope of the project based on local, VISN, or national strategic initiatives and alignment.
Work closely with Quality, Safety, EEO, Human Resources, Finance, Compliance and Business Integrity, Veteran Experience, Information Technology and Security and/or Public Affairs.
Deal with problems arising from quality-of-care issues and consumer complaints arising from individual patients, Veterans groups, Congressional offices and/or other stakeholders.
Serve as the primary liaison on behalf of all elements of the healthcare system between the department and other services or VA organizations.
Incumbent will be asked to take on collateral assignments in overall program areas directly impacting healthcare delivery operations.
Maintain a broad knowledge of improved healthcare operations issues, updates equipment, construction techniques, etc.
Conduct analytical studies on operational processes, issue topics or related special projects.
Lead and participate in taskforce or research groups to analyze problem areas and recommends necessary adjustments for improvement.
Work Schedule: Full-time, Monday through Friday (8:00am - 4:30pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating, and/or completing projects; participating in top management discussions, decision making, policy setting, and sharing responsibility in fulfilling the Healthcare System's mission; overseeing and managing programs, and/or evaluating to improve programs and processes; and extensive knowledge in health care administration, and demonstrate the ability to direct complex administrative management systems.

Physical Requirements: No special physical demands such as above average ability, dexterity or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings and sources of information.
