As a Housing Program Officer, you will:
Be considered an expert in the laws, policies regulations and precedents covering Single Family programs and the service delivery requirements of each major division within the Single Family Program Office and as such, handle a wide variety of assignments designed to assess and improve service effectiveness and or improve management oversight, processes and controls of programs administered within the office and through the Homeownership Centers (HOCs).
Lead teams in the development of policy, procedures and other guidance on complex single family mortgage insurance and related programs, tracking work progress and status, estimating and reporting on work completion, responding to and assisting with technical issues and problems, and identifying and reporting on program performance and training needs for both HUD staff and industry partners.
Utilize managerial or administrative expertise to solve difficult or unusual program problems that are not readily resolved by normal methods and procedures. Provide assistance and consultation to HUD Offices nationwide, through the HOCs.
Provide timely expert advice and guidance to the office director on policy issues, while assisting the director in solving programmatic problems.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized Experience for this position includes:
Collaborating with senior or executive leadership about administrative functions, legal or regulatory requirements; AND
Leading others to organizational changes improving and enhancing operations, program services or delivery; AND
Working for FHA, USDA, GSEs, or other related Mortgage Industry organization; AND
In-depth knowledge in a single family mortgage field.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
