About the Position: Incumbent supports effective and efficient project development, execution and control in accordance with the Project Management Business Process. Incumbent works independently, with minimal supervision, in a matrix team environment and supports several Project Managers and Project Delivery Teams in one or more mission areas.

Duties

Assists in preparing documentation of scope, schedule and budget expectations and development of a comprehensive management plan that integrates all project requirements into a coordinated and cohesive response. Documents project plans in the HQUSACE project management system (P2). Tracks and reports project scope, schedule and budget execution throughout the life of the project. Provides status reports and supporting analysis on projects assigned (progress, issues and trends to the Kansas City District corporate leadership (Project Review Board). Utilizes knowledge of Earned Values Management techniques and scheduling best practices to provide expert review and troubleshooting of project progress, measuring performance and taking necessary corrective actions. Reviews and analyzes cost reports to assure that costs incurred are consistent with resource plans and progress recorded. Assists the PDT in documenting issues, changes and lessons learned. Develops reports and procedures, using P2 reporting solutions and Enterprise Data Warehouse, to communicate scope, schedule and budget status within the PDT and upward reporting of execution status to Program and Middle Managers and PRB.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • One year trial/probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training.

To qualify at GS-11, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09).Specialized experience is defined as: (1) Experience performing work as a project scheduler utilizing scheduling software. (2) Experience assisting senior schedulers with updating projects. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationProcess ControlProject Management Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
