This position is located within the Domiciliary at the Martinsburg Veterans Affairs Medical Center in Martinsburg, WV. The primary responsibility of the Supervisory Health Technician position is to provide general supervision to eight to twelve Domiciliary Health Technicians who provide the health and safety of the domiciliary patients. These patients possess mild to moderate disabilities (physical/mental) to an extent that require the structure of daily routines and emotional support.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Develops written instruction for routine and non-routine assignments; Makes formal requests for vacancies as they arise; Participates in the interviewing selection process of the appropriate candidate; Maintains time and attendance reports for Domiciliary Health Technicians, which include control of various types of leave in compliance with management needs and applicable Union agreements; Directs on-the-job training and cross-trains employees to provide staff coverage during absences; Provides information pertaining to personnel programs such as grievances procedures, Equal Employment Opportunity (EEO) policies and any other concerns the new employee may suggest; Advises employees of their performance requirements, their progress toward accomplishment and their annual rating; Holds corrective interviews with subordinates and refers disciplinary problems to the higher-level supervisor; Utilizes the housekeeping budget, which will include the maintenance of adequate supply levels; Ensures the Domiciliary is equipped with cleaning, laundry and toilettes supply for the patients; Responsible for room requests and assignments in the Domiciliary; Confers with the Assistant Domiciliary Chief (or designee) whenever difficulties arise and assistance is required; Resolves routine operational problems as they arise, for identifying potential problems and taking appropriate action to prevent their occurrence; Assists with the duties of the Assistant Domiciliary Chief (or designee) during their absence and providing adequate continuity within the program's operation; Provides patient care which is appropriate to the cognitive, emotional and chronological maturation needs of the adult and/or geriatric patient, as well as the special needs of the female Veteran or other Veterans; and, Performs other related duties as assigned. English Language Proficiency Requirement:In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position. ~AND~ In addition to the English Language Proficiency, to qualify for this position at the GS-9 level, you must meet one of the following requirements: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-8) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Health Technician, and that is typically in or related to the work of the position to be filled and technician experience is experience that required application of the knowledge, methods and techniques of the position to be filled. Specialized experience is experience in a healthcare/medical setting performing various lead/supervisory duties that includes making recommendations regarding employee performance; handling employee complaints; conducting orientation and training; advising on policy and procedural changes, etc.; patient assessment, providing patient care and utilizing a computerized patient record system to update patient information; managing the clinical flow of the organization; performing administrative functions such as developing reports, memoranda and presentation materials; and utilizing computer software such as word processing, spreadsheets, databases and other relevant computer applications to produce a variety of documents and data collection/entry. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed at least two (2) full years of graduate level education or a master's degree or internship where it is directly related to the work of the Supervisory Health Technician position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include courses directly related to the work of the Supervisory Health Technician position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Clinical Data Collection/DocumentationCommunicationLeadership IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
