You will serve as a Public Affairs Specialist in the Office of Public Affairs within the Federal Highway Administration (FHWA), Department of Transportation (DOT) located in Washington, D.C. In this capacity, you will be responsible for planning and executing comprehensive public affairs activities to inform general and specialized audiences about the agency’s programs and promote their understanding, approval, and support of FHWA policies, programs, activities and accomplishments.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience in the public or private sectors researching and analyzing policy and programs to develop and disseminate informational materials to internal and external audiences, including the mainstream media.
Experience in the public or private sectors writing and editing briefings, digital content, press releases, policy documents, public affairs-related documents, and other executive-level communications for internal and external audiences including the mainstream media.
To qualify for the GS-11 on Education alone, you must have:
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
A LL.M., if related
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience researching and analyzing policies and programs to develop and disseminate informational materials to a wide range of internal and external audiences.
Experience writing and editing briefings, policy documents, public affairs-related documents, and other executive-level communications for dissemination to internal and external audiences.
Experience in using all informational channels including social media to disseminate public and congressional office policy and program materials.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Speaking - Uses correct English grammar to organize and communicate ideas in words that are appropriate to listeners and situations; uses body language appropriately.
Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail
