About the Position: This position is with U.S. Army Mission and Installation Contracting Command Headquarters and will serve as Director of the Mission and Installation Contracting Command (MICC) Theater Support Center (TSTSC), an organization that supports numerous major Army installations across CONUS
Duties
Director of the Mission and Installation Contracting Command (MICC) Theater Support Center (TSC).
Serves as principal advisor to the Senior Contracting Official (SCO) on acquisition functions within the MICC TSC; reviews qualifications of
procurement personnel and recommends appointments of contracting officers to the SCO.
Source Selection Authority on major acquisitions as appointed by the SCO.
Develops policies and procedures necessary to implement the FAR, DOD FAR Supplement, and Army FAR Supplement.
Determines actions to be taken on specific solicitations and contracts actions involving approvals of awards, disposition of protests, correction of mistakes, disputes, defaults, etc.
Evaluates overall performance of subordinate/leaders.
Implements Commercial Activities (CA) contracting guidance from higher headquarters and develops and implements MICC-TSC contracting
guidance for the CA program.
Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long term planning for acquisition activities.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Position is Designated Key: Employee occupying this position may not vacate during war or national emergency without seriously impairing the mission; Employee possesses unique, or scarce managerial or technical skills required by the wartime mission.
- This position requires occasional travel up to 25% of the time
- This position requires the incumbent to sign a written agreement to remain in Federal service in the position for at least three years to meet
Critical Acquisition requirements.
- This position requires the incumbent to obtain and maintain a Acquisition Corps (AC) Membership or have been granted a waiver. This position requires the incumbent to obtain and maintain a contracting warrant.

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes experience in procurement principles and technical or program requirements to plan, manage, make decisions or recommendations for obtaining various supplies and services which involve contractual procurements of all complex service requirements, and the development of policies and procedures necessary for the full range of contracting and contract administration procedures for a contracting activity.

This is a High Level NH-04 in the AcqDemo Pay banding scale. This position is not subject to a salary control point as is eligible for the full NH-04 payband The NH pay band covers grades 14/15 on the GS scale.
