The primary purpose of this position is to perform executive knowledge management and personnel support to the Office of the Command Surgeon to include senior leaders assigned. Also responsible for staff planning and analytical work involving substantive organizational programs and requiring the application of administrative or program policies and principles.
Duties
Responsible for programs to include but are not limited to data management support, liaison for personnel initiatives, workload and personnel resources projects, knowledge management workflow improvements, and others.
Performs all personnel and administrative support for the Office of the Command Surgeon to include but not limited to SG workflow management, meetings, Task Management Tool (TMT) and various other correspondence.
Participates in the analysis and evaluation of administrative and knowledge management procedures related to Command Surgeon programs segments of programs and projects.
Serves as the Lead Analysis in special studies related to the efficiency and effectiveness of various work processes in the executive office and other Senior Staff agencies to include the Air Force Surgeon General (HAF/SG), Reserve Advisor to the Air Force Surgeon General (SG3/4R), Secretary of Defense (OSD), Health Affairs (HA), Defense Health Agency (DHA), Freedom of Information Act (FOIA) office, Congressional Inquiries, Secretary of Air Force (SAF), Headquarters Air Force (HAF) and Air Force Reserve Medical Liaison (REM) offices.
Performs other administrative support duties.

- ***Experience in Continuous Process Improvement (CPI) or DoD Certified Greenbelt trainer/mentor/coach is desired.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing knowledge on manpower and personnel programs, procedures and documents. 2) Applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations. 3) Conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures. 4) Communicating effectively, orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy. 5) Accessing or locating information through the use of a personal computer and software programs. 6) Using knowledge of records management, as well as military and civilian personnel programs. COMBINATION OF EXPERIENCE AND EDUCATION:
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Skill in applying analytical techniques to the identification, consideration and resolution of issues or problems of a factual or procedural nature.
2. Knowledge of analytical and evaluative methods and procedures plus ability to gather facts, form conclusions, develops new work methods, and device solutions to problems.
3. Knowledge of and ability to apply an extensive body of management and/or program analysis technical rules, guidelines, regulations, and procedures and data gathering methods to a wide range of situations.
4. Ability to analyze plans and procedures, identify weaknesses, and resolve technical problems by recommending alternate approaches in order to work around obstacles. Knowledge and skill in preparing reports based on studies and analyses and providing metrics, reports and other information to senior leadership and external agencies.
5. Practical knowledge of resource management functions including pertinent regulations, procedures, and documentation requirements for financial planning, manpower and personnel processes, training, and facilities. Extensive knowledge of manpower and personnel programs, procedures and documents.
6. Must effectively communicate both orally and in writing to gather information, present recommendations and gain cooperation from others through tact, courtesy and diplomacy. Expert skill in grammar, writing, editing practices and style requirements in preparation of written and oral presentations. Good interpersonal skills and team building skills and ability to foster effective working relationships.
7. Knowledge of automated data processing functions, techniques, and capabilities to determine appropriate media for completing requirements. Knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality.
8. Knowledge of AFRC mission, organization, and relationship of AFRC units to active duty MAJCOMs. Knowledge on the organization and policies of the Air Force, Air Force Reserve, Air Force Surgeon General, MAJCOM Surgeons, Air Force and Air Force Reserve Medical Service as well as Reserve Medical Units.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
