About the Position: Serves as the Principal Staff Advisor for the Division's Safety Program (a comprehensive 24-hour a day program), to include serving as Chief of the Safety Office and technical expert/consultant for all safety issues. Program elements include the formulation of the Division's safety and occupational health directives, prevention and control of mishaps, fire protection, promotion of safety education, and implementation of a mishap reporting system.

Duties

Exercises responsibility for planning, developing, implementing, coordinating, evaluating, and supervising the Division's Safety Program and serving as technical safety advisor/consultant to the Division Commander, command staff and senior leaders. Plans, directs, manages and supervises the operations and activities of the Division Safety Office. Serves as senior safety coordinator to staff elements on the planning and conduct of major training exercises. Serves as the Division Commander's technical expert to identify, analyze, and provide risk management control measures for life-threatening hazards. Exercises responsibility for budgeting, developing, directing, managing, implementing, promoting, and coordinating the Division Safety Program. Plans, organizes, and directs comprehensive inspections of subordinate organizations under the administrative/management control of the Division Commander. Assesses compliance with the command safety program and identify operational, facility, and systemic safety and health deficiencies. Plans and directs the development, preparation, and publication of safety plans, regulations, statistical analyses/studies, awards programs, and special projects in effecting proper and unified direction and implementation of the safety program. Prepares reports and staff papers regarding formal findings and recommendations and abatement of hazardous and unhealthy factors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess or able to obtain and then continue to maintain a SECRET security clearance for the duration of employment.
  • This position is designated as Mission Essential. Incumbent may be required to report for duty during inclement weather, natural disasters, and other emergency situations as directed by the Commander.
  • This position is designated "Emergency Essential". In the event of severe weather conditions or emergency type situations (natural or man-made disaster) the incumbent is required to report to or remain at work to support mission operations.
  • This is a deployable Department of the Army Civilian position. As such, incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.
  • Incumbent May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TA50 equipment will be issued per local requirements.
  • Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
  • Percentage of time spent TDY is up to 50 (CONUS/OCONUS).
  • This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
  • Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and NBC Training may be required annually and as necessary to meet expeditionary requirements.
  • May be required to perform mandatory overtime; subject to recall.
  • Incumbent is required to obtain and then continue to maintain Standard Army Safety Program certification. Continuous education and training in a tactical field environment is required.
  • This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • The Military ACU is the duty uniform (when deployed or in field environments). Incumbent will be issued standard Table of Allowance (TA) 50 Tactical Field Gear such as backpack, canteen, pistol, etc. per local requirements.
  • When deployed and/or in preparation for deployment, incumbent must meet weapons qualifications requirements for a 9MM pistol and/or M16/M4 rifle.

Overseeing courses of action to ensure safety and risk management procedures are a part of mission analysis. Coordinating with key officials of the military services and host nation/foreign agencies, when in a deployed (tactical) status, in planning and instituting training operations and other safety program efforts. Providing guidance to subordinate safety professionals on safety planning and direction for field exercises (operational/tactical environment). Providing technical guidance to the Division Commander and other deployed commanders and staff officers to ensure compliance with established criteria, mission goals, host nation/foreign policies, and risk management for situations unique to the location and environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
