The United States Space Force (USSF) SATCOM Directorate at Schriever Space Force Base is searching for a Telecommunication Specialist (NH-0391-03, Satellite Communications Technician (Protected Band))
Description:
We are seeking a highly skilled and dynamic individual to join our team as a member of the Protected Band Consolidated SATCOM Systems Expert (C-SSE) Operations Branch. In this role, the emplyee will be responsible for the operations, planning, and sustainment of our Protected Band SATCOM systems. The employee's expertise in satellite payload management, network management, and telecommunications systems management will be crucial in ensuring the optimal functioning of our Protected Band SATCOM enterprise. As a key member of our team, the employee will provide 24/7 operational support, working tirelessly to maintain the reliability and effectiveness of our SATCOM systems. Additionally, the employee will conduct comprehensive studies, both long-range and short-range, to develop control strategies for satellite communications. The employee's expertise will be utilized to perform trend analyses, evaluating the technical supportability of Protected Band SATCOM terminals and satellite segments.
The ideal candidate should have excellent communication skills to provide operational communications planning support effectively. Candidate should be able to integrate activities and systems seamlessly while collaborating with various stakeholders. The candidate should possess in-depth knowledge and understanding of protected, survivable satellite communications (SATCOM) systems. Candidate should be familiar with the operational and technical aspects of SATCOM, including database management, apportionment scenarios, and system capabilities. Proficiency in analyzing Protected SATCOM capabilities to support DoD users, the National Military Command Center (NMCC), and nuclear Emergency Action Messages networks is essential. Additionally, expertise in reviewing technical accuracy, policies, guidance, and technical initiatives is necessary to ensure effective and efficient use of systems.
Duties:
The employee will serve to provide operational communications planning support for protected, survivable satellite communications (SATCOM) systems. The employee will be responsible for integrating these systems into activities and ensuring seamless communication for high-profile stakeholders. The employee will serve as the focal point for Protected SATCOM users, addressing their needs related to satellite payload configurations, communications planning, network and configuration management, and problem resolution. Additionally, the employee will develop and maintain databases containing image versions for day-to-day operations and wartime scenarios.
As a senior communications planner, employee will oversee and actively support daily Protected SATCOM operations. Employee will provide advice to the Joint Staff, USSTRATCOM, USNORTHCOM, and USEUCOM, coordinating the development of strategic network payload resource apportionment. Furthermore, employee will compile system capabilities and operational status reports of MILSATCOM systems for the Satellite Operations Manager (SOM).
Responsibilities extend to interfacing and assisting the Special Program Office and HQ AFSPC (Air Force Space Command) with all aspects of current and future Protected SATCOM planning systems, facilitating the transition from acquisition to operations. The employee will also support combatant commander planners in developing operational and contingency communications plans. Additionally, the employee will provide modeling and simulation to support resource loading studies and the development of "what-if" scenarios, presenting the results to the community and recommending courses of action.
Key Skills and Abilities:
1. Technical expert in operational planning and management for the protected spectrum of DoD Satellite Communications (SATCOM), and broad knowledge of other spectrums (i.e., Narrowband, Wideband, Commercial).
2. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
4. Knowledge of Protected Band satellite payload systems, Protected Band satellite mission planning/database configuration management functions, techniques, and capabilities sufficient to support satellite payload configuration development/implementation, satellite network planning/operations and satellite policy development, implementation and enforcement.
5. Ability to manage fact-finding and analytical projects requiring collaboration with and the cooperation of internal components and external Government, industry and academic organizations.

- Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
- Employee must be able to obtain and maintain a Top Secret security clearance. May be required Sensitive Compartmented Information access and work in Sensitive Compartmented Information Facility (SCIF).
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Random drug testing may be required depending upon the position being filled.
- Incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- Incumbent may be required to serve in an ?on call? basis to respond to urgent operational issues. Recall to duty may be a requirement of this position.

- May be required to travel by military or commercial aircraft in the performance of TDY assignments to CONUS and/or overseas.
- This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an
emergency are not available.
