The Secretary, Behavioral Health Service Line, provides administrative and clerical support in the administration of the service line. Incumbent has substantial interactions with the patients; professional, clinical, technical, and clerical staff; hospital administrators within the VA; and professional and administrative personnel at the Univ Medical Center School of Medicine. The secretary also has interactions with the public, businesses, and professional contacts outside of the agency.

Duties

Duties include, but are not limited to: Receives, schedules, refers, and contacts members of the staff within the Department of Veterans Affairs (VA) and persons outside the facility to include other government agencies, businesses, administrative personnel at the University Medical Center due to the hospital's affiliation with the Missouri University School of Medicine, and the general public. Provides general clerical public contact support services such as answering the telephone, referring visitors, or providing information about the Behavioral Health Service Line (BH) Clinic, its functions, and standard operating procedures, as well as general facility information. Screens calls and personally answers calls when the requested information concerns routine and procedural requirements relating to BH and/or the facility and determines if the call requires the BH Director's attention. Supplies the requested information when the question concerns information the incumbent is familiar with or can easily get (e.g., personnel and leave questions, status of reports, suspense dates, procedural requirements). Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Provides clerical mail and correspondence services such as preparing a variety of recurring and nonrecurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submittals of information. Serves as the Records Liaison Officer for the service line and works with the various service line sections and staff in setting up record keeping systems. Serves as the recorder for BH committee and staff meetings. Meetings must be concise and accurate reflect the discussions of complex issues that include clinical and patient care matters. Serves as the Human Resources and training liaison for the service line initiating personnel actions as needed, maintaining personnel competency folders, personnel record cards, and employee training records. Serves as the Learning Management System (LMS) Administrator for the service line; assists staff with questions, troubleshoots problems staff have with LMS training, tracks training for service line, and runs custom reports. Maintains facility and internal BH policies, ensuring they are updated as required. Serves as the liaison between the University School of Medicine and the facility for the Psychiatry Resident program. Assist the VA consortium training director with psychology intern administrative matters. Schedules appointments, coordinates meetings, and/or schedules conferences. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews correspondence and documents prepared for signature by management to ensure compliance with regulations, rules of grammar, and format guidelines; skill in the use of a variety of computer software programs, database management, spreadsheets utilization, and graphic design programs; skill in proofreading and final review of correspondence and reports; experience and skill in arranging and completing travel arrangements to include travel arrangements, authorizations, vouchers, local travel reimbursement, etc.; experience and skill in transcription of clinical and administrative materials, compiling summaries of minutes and meetings, and preparing minutes and agendas for distribution . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position is mostly sedentary and requires walking, kneeling, bending, standing, and light lifting.
