This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Administrative Services Division. As the Director, Real Property and Workspace Planning you will oversee all Real Property and Workspace Planning (RPWP) functions, including real property and leasing, environmental, energy and sustainability, workspace planning, renovation and facility upgrades, and furniture management and planning.

Duties

As the Director, Real Property and Workspace Planning you will: Oversee all real property endeavors, including space planning, space assignment and utilization, capital planning and budgeting, lease acquisition and strategy, lease compliance and administration, environmental, renovation and facility upgrades, tenant improvements, and furniture management. Develop DFC policies, regulations, and procedures pertaining to construction management and workspace assignments. Develop and implement DFC policy, guidance, and training to ensure that DFC facilities are in compliance with applicable federal, state and local statutes, Executive Orders (EO), and DFC regulations and directives. Oversee and manage simultaneous major space modernization, restoration, and building infrastructure projects. Serve as a Contracting Officer Representative (COR) and oversees the work performed by personal services contractors and contract personnel.

  • This position will require foreign travel to developing countries
  • Must be able to obtain and maintain a FAC-COR Level II certification
  • Must be able to obtain and maintain a driver's license.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. Qualifications: To qualify for the Director, Real Property and Workspace Planning, GS-0301-14, you must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience in all of the following: 1) Overseeing construction projects on Federal owed or leased property; 2) Overseeing space management for an office building; and 3) Coordinating lease agreements between a Federal agency and a public or private entity Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
