This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Communications (OCOM), Congressional and Intergovernmental Affairs Division (CA/IA) Washington D.C. The mission of the OCOM is to handle OJP's congressional, legislative, and media-related activities to ensure effective communications with Congress, the news media, stakeholders and the public.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience at the GS-11 level include: Monitored, developed, and contributed to Congressional affairs activities and plans supporting many agency program priorities; identified and summarized congressional or legislative position on issues impacting programs for a significant organizational segment of an agency, such as a regional office, Center, or major field installation; planned and prepared reports or other working documents related to Congressional and intergovernmental issues for major organizational programs; and/or provided guidance to internal and external stakeholders on a variety of matters of interest to Congressional and/or Intergovernmental partners. Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience at the GS-12 level include:Monitored and advised on the activities of Congress and Congressional committees regarding legislation, hearings, and/or activities; drafted written testimony, talking points, statements, and other related documents for the management officials for use when addressing Members of Congress and congressional staff; developed and coordinated efforts with state, local, and tribal governments in order to share information and resources related to the organization's mission areas, conducted briefings on program specific issues and explained agency policy and possible ramifications of proposed legislation on program activities; and/or developed and coordinated efforts with state, local, and tribal governments in order to share information and resources related to the organization's mission areas..TECHNICAL QUALIFICATIONS: Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:Ability to communicate in writing.Ability to plan and execute work.Ability to provide program management analysis, advice, and assistance.Ability to represent top management to a variety of groups.Knowledge of the executive/legislative decision-making process.Ability to communicate effectively other than in writing.Ability to provide advice and guidance on business and program management issues.
