This position serves as the Lead Supply Technician (Medical) for the Medical Supply Distribution (MSD) areas of Supply Chain Management Service within the VA Health Care System. You will ensure supplies and materials are distributed to all areas serviced to provide wards, clinics, operating rooms, secondary storage locations, and other hospital facilities with supplies and material including but not limited to, sterile and non-sterile medical supplies, instrument sets, and equipment.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The time-in-grade and specialized experience are separate requirements and must both be met by current Federal employees (unless using an external hiring authority to apply i.e. 30% or more, VRA or Schedule A). Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Lead Supply Technician position. Specialized experience is defined as : Distributing supplies and materials, including sterile and non-sterile medical supplies, instrument sets and equipment, to all areas of the facility; scanning, bar-coding, receiving, storing and distribution of supplies and materials; assists in training new employees; maintains current knowledge and answers questions on procedures, policies, etc.; maintains stock by pulling stock, replenishing stock, and maintaining records on stock levels; monitors expiration dates and rotates stock; cleans assigned areas in accordance with aseptic principles; and receives supplies and material into the facility. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Dates of employment must include month/year to month/year at a minimum to receive credit. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work requires standing and walking during the entire workday, frequent bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Regularly pushes loaded carts of medical supplies (weighing in excess of 100+ pounds). With the assistance from other workers or weight handling equipment, will move heavier items weighing over 40 pounds. A portion of time is also spent operating ADP Equipment such as bar code scanners, computers and printers. Works throughout the medical center which includes wards, storage buildings, and warehouses that range from a clean environment to hot, cold, drafty and poorly lighted. Duties will subject the incumbent to the possibility of trips, falls, scrapes, cuts, bruises, or injury. Will stock supplies in the primary inventory area as well as numerous secondary inventory points throughout the hospital work area, including wards, clinics, operating rooms, warehouse, and nursing areas. Will be expected to maintain a clean environment while performing tasks that can produce dust or other infections pollutants while transitioning between environments.
