As a Sr. Program Specialist you will serve as a primary VA expert coordinating processes related to, learning solutions, collection, management, and reporting of enterprise data related to training and employee development, content development for online communications portals, knowledge management sites, community of practice collaboration sites, customer-facing resource platforms.
Duties
Develops and manages enterprise-level program related to budgets.
Liaison with other VA entities to ensure effective collaboration between the business owners, stakeholders, internal and external customers.
Develop, gather, validate, and manage Department- wide requirements for learning solutions.
Perform complex technical studies and special projects related to various organizational operations which may be of a highly confidential and complex nature and have nationwide impact.
Lead and direct activities and work in all areas of administration and management covering broad sensitive issues affecting VA.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Developing organizational business plans; (2) Evaluating new legislation and its impact on agency policies; (3) Preparing various high-level correspondence for senior level officials; (4) Managing program-related budgets for an agency.
Education
There is no educational substitution for the GS-14 level.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
