This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources (CG-1), Civilian Human Resources, Diversity and Leadership Directorate (CG-12), Office of Civilian Human Resources Operations (CG-123), Human Resources Service Center (CG-123), in Washington, DC or Norfolk, VA. These positions may be filled in Washington, DC or Norfolk, VA.

Duties

As a Human Resources Assistant, you will provide clerical and technical support for processing a full range of staffing and position classification actions.  Such support is rendered to Human Resources Specialists in the immediate office, but assistance may also be rendered to field representatives, employees, management officials or the general public. Being a CG civilian makes you a valuable member of the CG team. Qualifications

Qualifications: Grade 5: Qualifying experience for the GS-5 level includes one (1) year of specialized experience equivalent to the GS-4 level. Specialized experience includes: Maintaining employee personnel records in compliance with rules, regulations and established procedures; researching, documenting, and resolving a number of personnel requests using an automated personnel system; ensuring required documentation is accounted for and properly documented; performing quality assurance reviews on personnel records; correcting errors and providing guidance and alternative solutions to problems. OR a full four years of progressive, successfully completed education above the high school level in any field for which high school graduation or the equivalent is a prerequisite may be used to meet the qualification requirements for GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. OR a combination of experience (less than 1 year of specialized experience as described above) and post high school education beyond the second year which combined meet the education and experience requirements or combination of education and experience.Grade 6: Qualifying experience for the GS-6 level includes one (1) year of specialized experience equivalent to the GS-5 level. Specialized experience includes: Performing limited technical projects; with oversight providing benefits services to employees, with oversight providing benefit counseling to managers, employees, and family members, and answering benefit and payroll questions; and providing staffing and classification support. OR applicants may substitute successful completion of 1/2 year of appropriate graduate level education (9 semester hours, 13.5 quarter hours or the equivalent) in a field of study directly related to the work of the position to be filled for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of the position to be filled and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) may be used to meet the qualification requirements.Grade 7: Qualifying experience for the GS-7 level includes one (1) year of specialized experience equivalent to the GS-6 level.Specialized experience includes: Serving as a source of expertise for new or lower graded assistants; examining complex pay situations or problems and researching and applying applicable laws and regulations; providing clerical and technical support for processing a full range of staffing and position classification actions. OR applicants may substitute successful completion of 1 year of appropriate graduate level education (18 semester hours, 27 quarter hours, or the equivalent) in a field of study directly related to the work of the position to be filled for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of the position to be filled and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first 1/2 year of progressive graduate study may be used to meet the qualification requirements. OMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet the total qualification requirements for GS-5 only. The total of the 2 percentages must equal at least 100%. Generally, one full academic year of study is equivalent to 30 semester hours or 45 quarter hours or 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the required experience. Once you have met this aspect of the requirement (i.e., 60 semester hours), then each additional 30 semester hours may be converted to 6 months of the required experience. In addition to meeting experience or education requirements, applicants for these positions must show possession of a typing speed of 40 words per minute. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
