As a Program Specialist you will coordinate processes related to, but not limited to, learning solutions; collection, management, and reporting of enterprise data related to training and employee development; content development for online communications portals, knowledge management sites, community of practice collaboration sites, customerfacing resource platforms; and other Department level initiatives.

Duties

Functions as a project manager for assigned projects. Conducts complex and special studies for efficiency and productivity. Recommends changes or improvements in work methods, and procedures. Develops procedures and systems for establishing, operating, and assessing the effectiveness of assigned projects. Prepares policy statements, and other written guidelines and recommendations relating to assigned projects. Provides technical assistance and direct support to management staff. Meets with project stakeholders to define the overall priorities, goals and objectives of assigned projects. Represents organization as needed in meetings, workshops and conferences.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Conducting studies for efficiency/productivity to recommend improvements in work procedures; (2) Researching new or improved management practices for application to programs; (3) Analyzing project data and requirements to identify or assess problems to formulate solutions; and (4) Defining goals and objectives of assigned projects to stakeholders.

Education

There is no educational substitution for the GS-13 level.
