The Program Assistant position is located in Community Care. The primary focus of this position is day to day administrative duties inclusive of timekeeping, secretarial duties for the service, and the monitoring of NVCC claims, obligations, payments, authorization estimates, and reviewing or reporting processes. The incumbent is the liaison between NVCC and Fiscal Service.

Duties

The incumbent provides information, recommendations, and advice related to VistA, to the NVCC Supervisor for utilization in higher management decisions that impact on overall hospital operation. The incumbent works on special staff projects assigned by the NVCC Supervisor. The duties of the position include but may not be limited to the following: Provides NVCC training and education on NVCC related processes and the automatic data processing systems. Responsible for formulating plans, developing administrative policies and operational procedures, analyzing and input of patient databases, and training employees in the options and functions of the VistA computer software as it relates to NVCC. Monitors all activity associated with daily transmission and acceptance of claims for payment. Identifies problems and takes corrective action to ensure that authorizations are transmitted accurately and timely for the appropriate payment amount. Provides ongoing training with regards to changes of the entry of authorizations, updates to fund control points and obligation numbers, trending money spent in NVCC for the fiscal year, keeping on track with allotted budget, installation of software patches, and/or changes to the NVCC staff. Works closely with the facility NVCC Supervisor, NVCC Chief, IT staff, and the National VISTA Support team to resolve technical problems in a timely manner in order to maximize Non-VA Care efficiency. Prepares comprehensive, inclusive reports for a wide range of requesters. Serves as the Medical Center specialist for NVCC data retrieval, compilation and dissemination. Prepares and presents data for training to all NVCC staff. Performs monthly retrospective audits of randomly selected payments to ensure appropriate fee schedules are being utilized. Prepares and submits a report of audit findings and recommended corrective actions to the NVCC Chief for review. Evaluates information contained within a variety of specialized computerized data systems to identify what information is significant to the requestor. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing data for reports, preparing and presenting information to management, utilizing various computer software programs and applications, evaluating, analyzing, and disseminating information to management, experience working with a group of individuals to establish goals and track progress, communicating complex issues related to clinical and medical program management, uses analytical and evaluative techniques to identify and resolve issues or problems of a procedural nature, compiles and gathers information and documents. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary; however, there will be some walking, standing, bending, and carrying of light items such as papers and books. The tasks may require long periods at a desk working on a personal computer or other piece of equipment.
