DUTIES:
Technically directs contractors to develop and mature DoD technologies, conduct program reviews to evaluate and approve proposed designs, and design and test results to assure that subsystem and system performance is achieved.
Performs technical reviews to evaluate alternative proposed plans, design and test results to assure that subsystem and system performance is achieved in accordance with program requirements.
Writes and evaluates DoD engineering acquisition documentation supporting acquisition milestones.
Oversee all technical activities associated with new acquisition programs and sustainment efforts.
Apply in-depth knowledge and experience with DoD 5000 and DOE 6.X acquisition processes to ensure proper execution of acquisition programs.
Develop acquisition strategies for future acquisition, enhancement, or modernization programs to ensure compliance with statutory and regulatory requirements.
Resolve technical issues that rise to the Branch level and ensure technical collaboration across the branch and stakeholders.
Conduct self-inspections (MICT) for all acquisition programs and execute the Systems Engineering Assessment Model (SEAM) for the Division.
Act on behalf of the Division Chief Engineer (CE) in his absence or for overseas TDYs that cannot be accomplished by the CE.
Applies a broad theoretical and practical knowledge of system engineering to the system acquisition process.
Prepares and coordinates technical documents, which define, specify, and recommend subsystem characteristics.
Prepares management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering economy principles.
Serves as technical subject matter expert for ACAT III programs.
Provides review and recommendations of technical submissions from program contractor and mission support partners.
Lead program teams that include collaboration with internal AFNWC, USAFE, AFGSC, NATO, and DoD key stakeholders.
Lead technical reviews of critical documents and designs.
Manages multiple efforts to develop technical requirements, test strategies, and oversee the technical performance of a contractor delivered program capability.
Collaborates with teams and leadership to provide informational presentations based on contractor deliverables.

- Employee must obtain and maintain a Top Secret/SCI security clearance.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

- An advanced engineering degree, such as a Masters is highly desired. (Unofficial transcripts are required with resume)
- 8-10 years of Air Force System Program Office engineering, test, and/or cyber engineering including management of contractors and writing/updating engineering acquisition documentation is highly desired.
- This position will be coded under the Acquisition Professional Development Program (APDP), Engineering and Technical Management Practitioner Level certification.
- System Program Office experience including management of contractors and writing/updating engineering acquisition documentation.
- Candidates should have experience in executing analytical studies of acquisition/sustainment programs with demonstrated ability to gather, assemble, analyze and interpret data and results to provide support to decision makers.
- Knowledge of DoD engineering standards and governing documents.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles,
practices, standards, methods, techniques, materials, equipment, and of system engineering and efforts required
to achieve and preserve operational safety, suitability, and effectiveness (OSS&E) in systems or end-items.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and
organizations that govern, interface with, and/or influence systems acquisition, development, and/or
sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions
on expenditure of funds.
3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and
policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in
critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and
resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally
and in writing.
Education
A professional engineering degree at the bachelor's level from an ABET accredited institution is required. An advanced engineering degree, such as a Masters or a PhD is preferred.
