THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an Accounting Officer, Position Description Number T5135000 and is located in the Comptroller Division, US Property and Fiscal Office (USPFO) of the Vermont Army National Guard. The primary purpose of this position is to serve as an Accounting Officer with responsibility for managing the total accounting function for the state ARNG.

Duties

1. Provides financial accounting advice, analysis and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Responsible for the planning, execution, and installation of all new and/or improved accounting systems within the division. Designs, develops, adapts, revises, evaluates, and implements systems including those utilizing automatic data processing equipment. Studies accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; holds discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study. Renders advice to management on the effects of accounting changes approved and performs related duties necessary to the development of balanced recommendations. Monitors work operations to assure full compliance with procedures and published directives. Makes formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval. Acts as catalyst between various office segments and assures smooth continuity of operations. Provides financial advice and expertise to other organizational elements of the state ARNG during the development of integrated accounting systems. 2. Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provides all resource management functional areas with technical assistance during all phases of the development, establishment and maintenance of integrated accounting systems. 3. Serves as a professional accountant administering accounting systems. Performs duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Applies professional accounting principles, analysis, theories, concepts, and practices to unique situations; employs accounting policies/standards in the resolution of unprecedented problems/situations; and utilizes non-conventional methodologies as required. Implements policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds. Studies interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System - Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems. Assignments also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management. 4. As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provides technical supervision of the work of numerous accounting technicians. Plans subordinates' assignments and distributes workload according to priorities and work complexity. Provides counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assists, guides, directs and oversees all professional accounting work of the division. Performs other duties as assigned.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. Basic Requirement for Accounting Officer: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-12: Must have at least 36 months of financial accounting and/or performance accounting experiences that led to objective and systemic examinations and resulted in assessments of the finance program's performance, efficiency, organization, program, activity or function. The candidate's experiences and competencies provided an in-depth knowledge of accounting principles and procedures. The candidate must have experiences in accounting preparation and planning with a full range of competencies in the accounting business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or, demonstrated experiences in conducting financial reviews that involved evaluating programs in terms of economical use of property and personnel. Other accounting experiences may have included adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. A candidate's specialized accounting or audit program experiences must include report preparations and oral presentations that involved financial findings or discovered conditions with cause and effect factors. The candidate must have demonstrated experiences that involved presenting researched recommendations for remedial actions such as, methods for improving the use of funds and the identification of questionable costs. A candidate must have a comprehensive understanding of the principles and concepts of the accounting business program requirements. A candidate must have accounting or audit experiences and training that demonstrates his or her abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0510-12 non-supervisory position, dependent on the position's certification level, the employee must complete the financial management requirements for certification within 24 months of appointment to the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONTINUATION OF CONDITIONS EMPLOYMENT & NOTES: - THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Please be advised: 1. Education

Basic Requirement for Accounting Officer:

A. Degree:Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Verify School accreditation. All education claimed by applicants will be verified by the appointing agency accordingly.
