THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Staff Accountant, Position Description Number T58276P1 and is located in the US Property and Fiscal Office (USPFO) Comptroller Division of the Vermont Army National Guard. The Staff Accountant serves as the Army National Guard level organization responsible for strategic oversight of finance and accounting operations within the Army National Guard and works with other federal agencies.

Duties

1. Responsible for establishing and designing methods and tools to effectively monitor and assist the operation of National Guard Bureau finance and accounting operations at the state level to include General Fund Enterprise Business System (GFEBS). 2. Plans, coordinates, and conducts an annual written Quality Assurance Program (QAP). The QAP directs reviews of all functional finance and accounting operations. Determines the objectives and scope of all reviews and audits. Prepares a written plan to conduct for each review. Analyzes each functional area. 3. Acts as an advisor while providing technical advice and assistance to the FM and the USPFO on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure. Executes policy made at higher levels and provides policy, administrative and technical guidance. 4. Coordinates with other organizations such as the OSD, Pentagon's HQDA-ASA-FM, DOA's Division IG, NGB Financial Improvement Audit Readiness (FIAR) Team and Operational Team (ORP) on matters pertaining to Audits, inspections (IG & ORP) and Financial Management (FM) Certification program. Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas within the Resource Management office; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Develops new business mapping and approaches where no precedent exists. Performs other duties as assigned.

  • The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting FM FIAR objectives and goals.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain level 2 FM Certification.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: Area IV: United States citizens. BASIC REQUIREMENTS- Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (Note: You must attach a copy of your official transcripts.) SPECIALIZED EXPERIENCE GS-12: In addition to the basic requirements, you must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes professional, comprehensive knowledge of theories, practices, methods, and techniques of accounting and other financial practices to conduct financial and accounting analysis, review and certify the content and nature of financial reports, to implement changes or make recommendations to existing accounting and procedures. Experience with accounting policies and procedures, congressional legislation, DOD and DA regulations and ability to development and implement changes or make recommendations to existing accounting and accounting and procedures. Skilled in preparing reports and in organizing and delivering briefings to managers, State leadership and adjacent directorates to encourage understanding and acceptance of findings, recommendations, and observations. SUPERVISORY EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please be advised: 1.
