This position serves as the Administrative Officer for the Kansas City, MO VA Medical Center (KCVAMC) Emergency Department. Responsibilities include budget management, equipment procurements and inventory, human resources management, administrative management for policy development, report preparation and maintaining the existing quality management system using ISO 9001 standards.
Duties

Duties include, but are not limited to the following:
Budgeting/Fiscal Management (25%)
Provides for the budgeting and fiscal management of Emergency Department and Tele EC. This includes budget formulation, justification, execution, and financial reporting. Develops life cycle cost analyses of projects and performs economic evaluations of current or projected programs.
Equipment Procurement/Contracting (25%)
Manages procurement and contracting for the Emergency Department and Tele EC. This may include preparing procurement requests, acting as a contracting office representative (COR) for procurements, and/or maintaining procurement and contracting records.
Personnel Administration and Management (25%)
Directs the personnel management program for Emergency Department and the Tele EC. Responsible for the supervision of the Program Support Assistant. Acts as the liaison with the Human Resources Office concerning personnel-related matters. Provides advice and assistance to the Chief, Supervisors, and staff concerning Federal and Agency personnel processes and procedures.
Administrative Management (25%)
Provides for the overall administrative management for Emergency Department and Tele EC. This may include interpreting National and facility policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Performs administrative management requirements for all sections of the Service. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative documents.
Work Schedule: Full-Time, Monday - Friday, with rotating shifts, may include nights and weekends (May be discussed during the interview).

Qualifications
To qualify for this position, you must meet the following requirements.
GS-09:
EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that includes performing a full range of administrative and management functions to include facility, department and program policies, practices, procedures and controls for human resources and advising on budgets/procurements.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Equivalent combinations of successfully completed graduate-level education (beyond 1 year) and experience as described above.
