The Women's Health Program Specialist is assigned to the Office of Chief of Staff at the VA St. Louis Health Care System (VASTLHCS) St. Louis, MO, supporting the Women's Health Service throughout the VASTLHCS. Assists with coordinating and managing the Women Veterans Program, assessing the program's effectiveness and efficiency. Works collaboratively with Women's Veteran Program Staff, administrative and clinical staff in Primary Care, and departmental staff across VASTLHCS.
Duties
Examines methodologies, identifies program policies and implements procedures and processes to assist in the monitoring and evaluation of the effectiveness of the Women Veterans Program. Interfaces with management officials within the VASTLHCS to ensure they are fully apprised of
women Veteran concerns and perceptions and assists with addressing such concerns in the management decision-making process. Analyzes and validates data relative to Women's Health Primary Care Providers (WH-PCPs) and PACT teams for panel sizes, training requirements, and to assist in determining appropriate panel by PACT team. Works with all areas of care to ensure that women veterans are receiving appropriate access to services. Plans and conducts limited projects and studies to evaluate and recommend ways to improve availability, access, and effectiveness of services and service delivery by running gender specific monthly reports for satisfaction, new Women Veteran access data, Market Penetration, SHEP scores, and
osteoporosis screening. Analyzes and prepares various reports including number of women Veterans enrolled and engaged in VASTLHCS health care services, customer satisfaction, access times/delays, Women's Health Primary Care Providers WHPCP capacity and barriers, women's health care disparities, and Women's Health performance metrics. Prepares and presents the reports to leadership; performs basic program cost analysis for optimal performance of cost benefit, or economic evaluations of program services for appropriate VERA and MCCR reimbursement; generates specific Women Veteran/Women's Health reports utilizing VSSC; and conducts Environment of Care (EOC) inspections within the VASTLHCS. Recommends minor program improvements to the WVPM. Assists with new program development and maintenance, to include expanded inpatient and surgical GYN Services, Women's Health budget implementation, Women's Health Clinical Liaison's program, Market Penetration, Reproduction Health Operational Implementation, Osteoporosis reminders, the planning and coordination of all objectives required to bring programs into the operational phase.
Prepares various types of documents, including reports, briefing slides, handouts, documents, budget submissions, cost benefit and requirements analyses, and other written materials as required to detail and support the use of WVP funding to achieve project and program mission requirements. Monitors designation eligibility of WH-PCPs, and performs annual audit of designation status, to include obtaining the appropriate Continuing Medical Education from WH-PCPs to document eligibility. Assists the Women Veteran Program Manager (WVPM) and Women's Health Medical Director (WHMD) in directed correspondence, preparing agenda items, taking and maintaining minutes, and coordinating meetings (including preparing the room and coordinating refreshments). Facilitates Women Veteran Program Manager monthly meetings to execute subcommittee projects and processes (ex. Mental Health, ACHIEVE and Maternity); coordinates and monitors project status and utilizes the results as the basis for the project status reporting. Maintains a list of issues to be presented for resolution including action plans for site visits, new initiatives, suspenses, OIG and TJC findings, and action items in Monthly WVPM meetings. Represents the Women Veterans Program on various Medical Center committees and task forces (Women Veterans Health Committee, Women's Leadership, VSO (Veteran Service Officer), Executive Leadership meetings, MC Safety & EOC committee, LGBTQ committee, Employee Health, and Wellness committee, etc.). Develops presentations for focus groups and town halls, where Women's Health services, benefits, and concerns are discussed. Develops and updates program materials that inform women Veterans and their families of services and benefits available to them within the VASTLHCS and educates VA staff on Women's Health Services. Functions as the Control Point Clerk for all Women Veteran/Women's Health Fund Control Points. Maintains budget controls and works with Financial Management Service staff to troubleshoot problems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Tracking suspenses; Scheduling meetings using an automated/electronic calendar; Transcribing meeting minutes for dissemination throughout an organization; Entering Time and Attendance into an automated database; Creating draft presentations and reports for leadership and an administrative team; Receiving mail and office correspondence for dissemination; Maintaining office supplies and submitting work orders or purchase requests for supplies, keys, and other materials upon request. Education: Applicants may substitute education for the required experience.
