Serves as the Chief Information Officer (CIO) of the Information Management Department (IMD) providing vision and leadership in the development of information strategies to support the USIBWC mission, vision, objectives, and priorities of the USIBWC Commissioner by overseeing Information Technology (IT) management, and Federal Records Management functions. Supervises subordinate managers and employees and supervises the Information Management work of government contractors.

Duties

Applies strategic planning principles to ensure that agency vision/agenda translate into measurable goals and objectives. Develops, implements, reviews, and analyzes Information Management performance measures throughout the Agency. Reviews hardware and software specifications and contract work to include establishment of test requirements and validation procedures. Identifies future initiatives with continual technological improvements to the Agency's network, encompassing expansion of network capacity and capabilities. Monitors the management of information infrastructure that supports the Agency's information systems. Formulates policy and technical guidance for Information Management and Records Management throughout the Agency. Initiates and justifies the full scope of personnel requests, such as position establishment, recruitment, and classification reviews. Develops job performance standards and objectively analyzes employee performance and conducts employee appraisal sessions. Monitors staff members' adherence to the highest standards of conduct, ethics, and internal management controls. Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You may be required to serve a one-year supervisory probationary period.
  • You may be required to serve a one-year probationary period.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You must pass a pre-employment drug test and pass periodic drug testing thereafter. A positive result will prevent employment; or subject the incumbent to disciplinary action, up to removal from the position.
  • You must successfully meet and maintain the requirements for a Top-Secret Clearance.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report (OFGE450) within 30 days of your appointment and annually thereafter.
  • You will be subject to on-call status under the agency Continuity of Operations Plan (COOP). In the event of an emergency, the agency may activate/deploy identified personnel to carry out essential functions and operations.
  • You must be in a continual "on call" status as a member of the agency Incident Response Team (IRT).
  • You must be in a continual "on call" status as a member of the agency Crisis Action Team (CAT).
  • You will be subject to on-call status under as a member of the Information Technology Incident Response Team (ITIRT).
  • You may be required to enter Mexico to carry out official agency business.
  • You may be required to travel with overnight stay 15% of the time.
  • You may be required to work overtime.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You must maintain direct deposit of your federal pay.

Qualifications

Minimum Qualifications for Supervisory Information Technology Specialist In order to qualify, you must meet the one-year specialized experience requirement described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience. GG-15 Specialized Experience: This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS/GG-14) or other equal federal pay systems. Examples of Specialized Experience: engaging in substantive analysis and application of advanced Information Technology (IT) principles, concepts, methods, and practices to provide expert technical advice, guidance, and recommendations to management and technical experts on critical IT issues; analyzing, evaluating, implementing, and integrating a local area network (LAN) computer system to support a variety of subject matter users; providing authoritative program related advice regarding current and future information systems concepts, doctrine, opportunities, methods, operations, and technologies; maintaining current knowledge within the multiple disciplines of information technology through attending conferences, seminars, symposia, and courses; reviewing hardware and software specifications and contract work to include establishment of test requirements and validation procedures to measure performance quality and reliability; developing information technology support processes; providing maintenance, repair assistance, and training on IT resources; developing future initiates with continual technological improvements to an agency's network; developing agency policy for information systems configuration management and organizational mechanisms to ensure compliance; providing leadership in accomplishing an agency's information management mission involving detailed plans regarding modification and expansion of the system; recommending approval/disapproval for the acquisition and disposition of automation hardware, software, and services ensuring compliance with Life Cycle Management policies and programs; developing an Automation Mobilization Plan to ensure continual operations in the event of a disaster; engaging in management planning for the use of limited human resources and fiscal resources; developing and managing a department's annual budget; planning changes in staffing levels, major work priorities, and major deadlines; coaching individuals, scheduling work, identifying training needs, and monitoring and communicating work progress; monitoring employee attendance and approving requests for leave; resolving informal and formal complaints of employees; guarding assets against fraud, waste, abuse, loss, or misappropriation; skill in interpersonal relations, including oral written communication and negotiation sufficient to interact with agency staff, contractors, and other federal agencies.
