INSERT OFFICE MISSION STATEMENT The position serves as the Sex Offender Registry Specialist, located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.

Duties

The incumbent analyzes work to input, update, and report on offender status and provide information to the courts, other jurisdictions and law enforcement agencies. Utilizes various law enforcement systems to locate pertinent information as it relates to the registrant. Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. The incumbent does field work that includes presenting documents to offenders that may be incarcerated or placed in other institutions. Analyzes reports or data relevant to developmental program work assignments or activities and provides recommendations for improvements. Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Consultations involve assessment of program or policy conditions, phenomena, or anomalies. Prepares program-related correspondence, reports, and/or written materials associated with making recommendations for appropriate corrective measures and means to improve the efficiency and effectiveness of data tracking and reporting activities.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service , if applicable.
  • Background security investigation, drug test, and favorable adjudication.
  • May be required to successfully complete a one year probationary period (unless already completed.)
  • Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement.
  • This position is covered under federal law enforcement retirement provisions, Public Law 100-238.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GL-07 position, applicants must have served 52 weeks as a GS-05 or higher in the Federal Service. To be eligible for the GL-09 position, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. APPLYING FOR GL-09 You may qualify at the GL-07 level if you fulfill one of the following qualification requirements: A. The applicant must have completed one (1) year of graduate-level education OR be eligible for the superior academic achievement provision when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position. OR B. One (1) year of specialized experience equivalent to the GS-5 level in the Federal service that demonstrates your specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience would include reviewing regulations and policies and applying them to limited and routine administrative work assignments; or assisting in analyzing and recommending solutions to work process problems or issues. OR C. A combination of education and experience as listed above. APPLYING FOR GL-09 You may qualify at the GL-09 level, if you fulfill one of the following qualification requirements: A. The applicant must have completed two (2) years of progressively higher-level graduate education leading to a master's or equivalent graduate degree when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position. OR B. One (1) year of specialized experience equivalent to the GS-7 level in the Federal service that demonstrates your specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience would include researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations. OR C. A combination of education and experience as listed above. Experience Clarification Statement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
