The primary purpose of this position is: to serve as the AFTAC subject matter expert for visual information multimedia products and to provide technical expertise as originator of creative electronic design for scientific and technical products within the domains of graphic design, digital products, digital illustration, 3-D models, animation, dynamic products, virtual databases and web design.
Duties
1. Designs complex, high level mission-related visualization materials and advises on the technical advantages of design matters from initial planning to final production while ensuring all deliverables meet established design criteria.
2. Oversees visual information policy and management controls and acts as the command representative for visual information activities ensuring state-of-the-art resources are maintained and updated for the growth of visual information productions.
3. Creates dynamic visualization products using advanced computing systems, graphic design programs, state-of-the-art software, and peripheral devices in support of the Public Affairs organizational function and the center mission.
4. Maintains daily tasking and scheduling of multimedia workload to meet organizational needs and mission-related functions while ensuring timely accomplishment of assigned tasks.
5. Functions as manager of multimedia, IT and data-processing equipment while maximizing efficiency of operations and procedures to ensure administrative and logistical details are adhered to.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)

- Position may be required to work an uncommon tour of duty, which may include evenings, weekends and/or holidays, and overtime

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
Individual Occupational Requirement
Education: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expertise of a wide variety of processes, methodologies, personnel, equipment, and related requirements involved in planning and implementing the steps necessary to produce communications and multimedia projects; knowledge of state-of-the-art, audiovisual communication and digital multimedia products and services that combine software applications and techniques delivered via the Web; knowledge of multimedia/streaming/video platforms (Premiere, QuickTime, RealAudio/Video, Media Player, etc.); knowledge of design and production of video/graphics/images that are compatible with AFTAC standards; knowledge of the most recent advancements in the fields of advanced computer graphics, video and multimedia technology. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Requires in-depth professional knowledge of a wide range of audiovisual communications and other multimedia disciplines, design concepts and principles. Requires knowledge of computer operations and willingness to learn new systems. A bachelor's degree in visual communication, a related field, or equivalent employment (military or civilian) experience is highly desirable.
2. Knowledge of a wide range of illustration, design, layout principles, and concepts for the conception, planning, and execution of a variety of projects. Knowledge of graphic arts and media, perspective, layout, balance and contrast, color science, mixing and application, standard drawing practices and instruments.
3. Knowledge of the basic operations, products, services, needs, and goals of programs and other organizations serviced, and related customers, functions, resources, and users.
4. Knowledge of basic methods and procedures for operating a variety of multimedia equipment in the production and reproduction of videos, artwork, photos, and typography.
5. Ability to present subject matter information in a visual form to convey an intended message or to achieve a desired effect upon a specific audience.
6. Ability to communicate ideas concerning multimedia products/equipment while exercising tact and diplomacy.
7. Knowledge of security procedures to maintain control and appropriate dissemination of classified material.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
