The AOD is a management position, located in the Member Services section of Business Service, whose responsibility is to represent both the Medical Center Director and the Chief, Business Service on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Some of the duties include, but are not limited to:
Certifying officer for documents pertaining to the administration of laws concerning the VA.
Coordinates the resolution of medico-legal problems concerning the medical center.
Ensures that appropriate legal, regulatory and policy requirements are met.
Processes administrative issues surrounding beneficiary death, seriously ill cases, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, cost recovery matters, patients fund accountability, and facility and community disasters, etc.
Assumes control of communications and notifications in event of local and civil disasters in accordance with local facility disaster plan.
Provides administrative authority, guidance, and advice to the Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal hours.
Directly intervenes when a problem regarding patient activity occurs, advising clinical staff of appropriate administrative actions.
Coordinates non-routine contacts received at the medical center after regular operating hours.
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, medical, and the general public.
Oversees determination of applicant's eligibility; obtaining income and insurance information for appropriate applicants; counseling non service-connected veterans to determine ability to defray costs of medical care elsewhere.
Determines extent of release of medical or social data from patient's records. Safeguards and ensures rights of the patient. Functions as Patient Representative/ombudsman during tour of duty.
Administratively approves and coordinates tests and procedures which cannot be done at the medical center. Locates available sources and authorizes VA payment of services at community hospitals, or resolves in accordance with established sharing agreements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 04:30PM - Midnight, Midnight - 8:30, 24/7 - Weekends/Holidays

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05
.For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7 - Specialized Experience: Must have at least one year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of specialized experience may include: provides excellent customer service to customers/patients in order to determine eligibility, entitlements and benefits; appropriately handles patient information according to established policies and regulations; and processes administrative documentation regarding various patient care issues.
Education: Must have completed one full year of graduate level education OR superior academic achievement. NOTE: This grade level is developmental and is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
GS-9 Specialized Experience: Must have at least one (1) full year of specialized experience with particular knowledge, skills, and abilities to perform the duties of this position successfully that is equivalent to at least the GS-7 grade level in the Federal Service. Examples of specialized experience may include: provides excellent customer service to customers/patients in order to determine eligibility, entitlements and benefits; appropriately handles patient information according to established policies and regulations; processes administrative documentation regarding various patient care issues; and provides guidance and advice to clinical and non-clinical staff regarding administrative issues.
Education: Must have a master's or equivalent graduate degree of two full years of progressively higher level graduate education leading to such degree OR LL.B. or J.D.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
