Duties

As a STATISTICIAN, GS-1530-14/15, your typical work assignments may include the following: Provide policy and technical oversight of Agency programs that collect statistical information or generate evidence on demographic, social, economic, education, justice, health, or environmental topics using statistical methods. Coordinate interagency working groups that develop and implement government-wide best practices for measuring population characteristics, improving statistical methods and models, and disseminating statistics about small groups. Lead development or maintenance of Federal Government-wide regulations, policies, and standards designed to promote data quality, utility, comparability and consistency, and protect confidentiality, mitigate the risk of reidentification, and otherwise enhance the integrity of Federal statistics. Support development and implementation of requirements within the Foundations for Evidence-Based Policymaking Act of 2018, to include development of regulations, implementation of the Standard Application Process, and/or the development of a National Secure Data Service demonstration. Support coordination and participation of the United States in international statistical activities, including the development of comparable statistics. Evaluate the implications for the Federal statistical system of proposed statutes, Executive Orders, OMB policies, and Agency policies regarding confidentiality of data, use of privacy enhancing technologies, cyber security, access to Federal statistical data, and data sharing. Apply qualitative and quantitative skills to assess surveys and program evaluations submitted to OMB by Federal agencies from across the government under the Paperwork Reduction Act; provide training to encourage agency-wide improvements in the quality and utility of their information collections. Consult for OIRA desk officers on complex survey designs, statistical model results, and utility of administrative records and other unstructured data sources underlying program evaluations, regulatory impact analyses, and risk assessments. Motivate and provide consultation and guidance to statistical programs across the Federal Government to embrace the opportunities presented by the rapid increase in the types and volume of data available inside and outside of government (e.g., leveraging state of the art information generation approaches, including those commonly used in the field of data science). Serve as expert advisor on matters of analytic and statistical methodology, data quality, and assessment of disclosure risk, as requested by colleagues and officials from the Executive Office of the President and across federal agencies. Requirements

Qualifications

Qualification Requirements: All applicants must meet the qualification requirements outlined below in order to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. The Statistics Series, 1530 has basic requirements and minimum qualification requirements. In order to qualify for this position applicants must meet both the basic requirements and the minimum qualification requirements. All qualifications must be met by the closing date of this announcement. Basic Requirements: In order to qualify for the Statistics Series, 1530 applicants must meet the basic requirements and the minimum qualification requirements. Applicants must meet one of the criteria listed below: A) Possess a degree from an accredited college or university: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. -OR- B) Possess a combination of education and experience. Possess courses as shown in the above statement, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as: (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Minimum Qualification Requirements: In order to qualify for the Statistician, applicants must meet the minimum qualifications and the basic qualification requirements. Applicants must meet the specialized experience defined as one full year (52 weeks) of experience at the next lower grade level or equivalent pay band in Federal service or equivalent experience in the private or public sector. In order to qualify at the GS-14 grade level, applicants must meet the specialized experience below: One year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates: knowledge and understanding of statistical theory and techniques in the collection, analysis, and interpretation of quantitative data; experience with current Federal data collection, analysis, and dissemination and protection policies, programs, and techniques used to produce Federal statistics from surveys and/or program administration data; experience in high-pressure, fast-paced environments; and demonstrated ability to communicate complex technical information; leadership and organizational experience; demonstrated ability to work independently; demonstrated ability to actively participate in interagency committees and make substantive contributions to several projects simultaneously. In order to qualify at the GS-15 grade level, applicants must meet the specialized experience below: One year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates: knowledge and understanding of statistical theory and techniques in the collection, analysis, and interpretation of quantitative data; experience with current Federal data collection, analysis, and dissemination and protection policies, programs, and techniques used to produce Federal statistics and program administration data; experience in high-pressure, fast-paced environments; demonstrated ability to communicate complex technical information succinctly, including experience briefing senior managers and policy officials orally and in writing; demonstrated ability to set the direction of your assigned projects, strategically lead interagency teams, and make substantive contributions to several projects simultaneously. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
