This position is located in the Fire Department within the Facilities Maintenance Service at the VA Medical Center, Martinsburg, West Virginia responsible for responding to on-site accidents and other emergencies involving injury and illnesses.
Duties

Makes an independent preliminary assessment of a patient's condition;
Selects from a variety of prescribed protocols as appropriate under the given circumstances;
Provides treatment when necessary;
Conducts a complete examination of a patient's condition to determine the nature, extent and seriousness of injury/illness;
Transport patients to appropriate medical facility;
Follows strict compliance to protocols of various procedures to include airway obstruction and respiratory arrest; cardiac arrest; mechanical breathing aids; bleeding and shock; wounds; fractures and other emergent situations;
Uses radio equipment and follows FCC-approved procedures;
Operates various emergency vehicles and emergency/medical equipment tools and supplies;
Assists in lifting and carrying patient into or out of transport vehicles and into treatment facility;
Performs other related duties as assigned.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

The Selective Placement Factor's for this position are:
1) Do you possess a current, unrestricted driver's license? Note: If an interview is requested, you will be required to provide a copy of your driver's license. ~AND~
2) Do you possess an Emergency Medical Technician-Basic (EMT-B) (or higher) certification (West Virginia or National Registry)? Note: Appropriate certification documentation must be submitted at the time of application; failure to provide this documentation will result in a non-qualification rating .~AND~
3) This position is responsible for the operation of an ambulance to transport patients/individuals, therefore, requiring all applicants to have successfully completed an Emergency Vehicle Operators Course (EVOC). Have you completed an Emergency Vehicle Operators Course? Note: Appropriate documentation must be submitted at the time of application failure to provide this documentation will result in a non-qualification rating.
In addition to the above SPF's, to qualify for this position, you must also meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Health Technician - Emergency Medical Technician. Specialized experience includes responding to accidents and other emergencies; making preliminary assessment of individuals condition; obtains vital signs; knowledgeable on transporting patients. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
EDUCATION: Successfully completed one (1) year of graduate level education (or 18 semester hours) that is directly related to the work of the position to be filled. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. COMBINATION: Equivalent combinations of specialized experience and successfully completed graduate education as described above to meet the total experience requirements to qualify at this grade level. Physical Requirements: The work involves extend periods of heavy moving lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patents, frequently under adverse conditions or in confined areas.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
