About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.

Duties

Serve as point of contact for the WRAIR Commander and Deputy Commander on questions concerning regulations, policies, practices as they pertain to the Laboratory military personnel management and Personnel Administrative Center (PAC) operations. Manage PAC military personnel management systems to include Officer/Enlisted promotions, Officer/Enlisted Evaluations, E-MILPO Information/Database, Officer Talent Management/AIM Manning Cycle and PERSTEMPO Deployment Tracking System. Oversee personnel action processes. Have an understanding of the Integrated Personnel and Pay System - Army (IPPS-A) conversion and the responsibilities associated with the system. Collaborate with major commands, subordinate units, USAMRDC G1, Operations and other HQ staff to resolve military personnel program issues. Place officer?s in (Army Medical Department (AMEDD) specialties) positions to ensure success of the mission. Manage officer and enlisted strength and TDA updates. Serve as the unit Individual Mobilization Augmentee (IMA) Coordinator; process Command Individual Mobilization Augmentee Annual Training Requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the incumbent to obtain and maintain secret security clearance
  • One year supervisory probationary period required
  • Two year probationary period required

The DJ-04 pay band is equivalent to the GS-13 step 01 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Provide support and direction of military personnel management programs; (2) Mentor junior staffing members in military personnel systems and procedures; (3) Participate in the management of military personnel positions; AND (4) Utilize military personnel Management systems including but not limited to: EMILPO and/or PERSTEMP Deployment Tracking System. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).
