The primary purpose of this position is to serve as a headquarters level program analyst evaluating and analyzing issues and developing recommendations to resolve substantive problems and issues of effectiveness and efficiency in work operations program areas and mission.
Duties
Applies qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables.
Participates in the design of tests and evaluations, analyzing data, evaluating the operational implications of statistics generated from the data, development of high-quality tests and evaluation documents, and application of results to the requirements process.
Analyzes problems discovered in prior studies or actual operations and makes recommendations as to different approaches, which may provide a basis for better planning of operations.
Identifies operational requirements, assesses impact on assignments, and develops recommendations for changes and revisions as appropriate.
Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with senior analysts in fiscal planning and programming.

- Position has been designated a Testing Designated Position under the Air Force Civilian Drug Testing Program. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

- Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph if necessary

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position Specialized experience is experience which may have been gained while providing assistance in planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance and supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating future concepts, mission capability needs, weapons systems development, support for emerging technologies and command and control architecture across the mission areas.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a range of qualitative and/or quantitative methods to participate in the assessment and improvement of military command level plans and programs for conducting major operations such as Space Situational Awareness, Command and Control, Satellite Communications, Precision Navigation and Timing, Overhead Persistent Infrared detection, Missile Warning, Offensive and Defensive Space Control and associated war, mobilization, deployment, Planning, Programming, & Budgeting System, exercise, training systems, foreign military sales, acquisition, special operations, or similar operations.
2. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of the application of military space operations expertise as they apply to programs and weapons systems.
4. Skill in designing and conducting studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
