Duties

You will serve as the Information Security Specialist in the Communications Security (COMSEC) Division, Security Department at Naval Computer and Telecommunications Station San Diego (NAVCOMTELSTA). You will serve as an Alternate COMSEC Account Manager (CAM) and a specialist in the administration of COMSEC matters. You will assist in managing the Communication Security account day-to-day operations. You will order, generate, produce, receive, transfer, issue, inventory, safeguard and destroy electronic keying material used. You will receive, transfer, issue, inventory, safeguard and destroy controlled cryptographic items (CCI), Secure Terminal Equipment (STE) and secure communications interoperable protocol (SCIP) equipment and associated keying material. You will order and distribute modern key to local elements. You will provide training through a series of formal and informal lectures, training visits, inspections and spot checks as the COMSEC Training Facilitator. You will perform unannounced spot checks on local element accounts to ensure proper handling and safeguarding procedures are observed for all COMSEC material handled. You will assist the COMSEC Account Manager (CAM) in the maintenance of all related COMSEC reports, messages, correspondence and files. You will enter and maintain computerized listings of all COMSEC hardware and software. You will receipt for and courier COMSEC material from various government and government contractor sources. You will package COMSEC material in accordance with the Department of the Navy (DON) and central office of records (COR) security regulations.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 723 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience assisting the Communications Security (COMSEC) Account Manager in reporting preparation, registering, classifying, processing, receiving and transmitting electronic key and information. -Experience using rules, regulations and practices associated with regard to COMSEC. -Experience assigning, modifying, and removing User Representative Privileges using modern key Command Authority responsibilities and procedures. -Experience identifying procedures and guidelines controlling electronic emanations as they pertain to COMSEC equipment and installations. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0080-09. Education


Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a master's or equivalent graduate degree; or

Successful completion of two full years of progressively higher level graduate education leading to such a master's degree; or

Possession of an LL.B. or J.D., if related to this positions being filled.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
