This is a Direct Hire Authority solicitation for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This announcement will be used to fill a Lead Program Analyst (Acquisition) , NH-0343-03, position with the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). Selected applicant will be assigned to the Joint Project Manager CBRN Protection.(JPM CBRN P)
Duties
As a Lead Program Analyst (Acquisition) with Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense, your duties will include:
Assists the Joint Project Manager (JPM) in integrating multiple aspects of the acquisition process to create efficiencies across the portfolio of programs.
Collects and analyzes data to assess cost, schedule, and performance sensitivities and identify risk areas that impact the attainment of JPM goals.
Reviews program plans (e.g. test plans, support plans, configuration management plans, etc.) to ensure they enable the fulfillment of the overall project goals.
Performs preliminary reviews of cost estimates in preparation for milestone reviews to ensure accuracy and credibility.
Coordinates efforts across technical, logistics, and business areas to ensure the accuracy of inputs to cost estimates and budget requests.
Maintains liaison with project stakeholders from the Department of Defense (DoD), Department of the Army (DA), industry, supporting organizations, and involved foreign governments.
Leads a team of government civilians and contractors; prioritizing work, analyzing productivity, and providing coaching/mentorship.
Establishes priorities and takes necessary action to ensure that all project milestones are met or that workarounds are in place to counteract schedule problems.
Leads Integrated Product Teams (IPTs), Interface Control Working Groups, Test Integration Working Groups, and other subgroups to ensure integration of programs across the project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification in Career Category "Program Management" at Practitioner Level within 60 months of entrance on duty.
- Position requires a Financial Disclosure at time of appointment and annually thereafter.
- Secret Security Clearance is required.
- This is a Term Appointment NTE 13 months. This position may be extended up to 6 years and can be made permanent without further competition.

Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-02 pay band (GS-11 equivalent or higher) in the Federal Service, which includes 1) Supporting the development of complex acquisition strategy/planning documents; 2) Integrating acquisition support activities across multiple programs; 3) Interfacing with internal and external stakeholders to ensure programs meets cost, schedule and performance goals.
