About the Position: This is a Program Manager (Engineering & Sciences) GS-0340-14 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Galveston District, Programs and Project Management Division located in Galveston, TX.

Duties

Responsible for coordinating and managing the execution of assigned projects within the supplemental program. Serves as the account manager for assigned supplemental programs and is responsible for the overall management, control, coordination, and execution of assigned program. Utilizes extensive knowledge of design, construction, and contracting procedures to carry out all steps necessary to execute the supplemental program. Applies an extensive knowledge of management concepts and a working knowledge of engineering methods, practices, and processes. Coordinates and communicates with individuals at high levels of responsibility within non-Federal sponsor, impacted stakeholders, USACE, other Federal and State agencies, and industry partners. Establishes responsibilities, expectations, controls, and manages assigned budgets to support a comprehensive management plan.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Serves as a member of the Army Acquisition, Technology, and Logistics, Workforce; Critical Acquisition Position (CAP) - Program Management.
  • Temporary Duty (TDY) Travel is required up to 20% of the time.

Specialized Experience: One year of specialized experience which includes 1) Overseeing the planning, scheduling, budget, design, construction, and execution of a Civil Works Program complied of a team of multi-disciplined project managers. AND 2) Performing various supervisory or leader duties such as interviewing, monitoring/assigning employee work, performance evaluation. AND 3) Developing civil works project management plans (i.e. including schedule, costs, scope, acquisition planning, quality and risk management). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
