The incumbent serves as a Policy Advisor on one of several formal policy teams within the Division of Policy Development responsible for providing in-depth analysis, advice, and consultation to the Assistant Secretary and Deputy Assistant Secretary on current public policy, national policy priorities, national policy collaboration, national policy development, and program policy coordination on a variety of employment and employment-related policies for individuals with disabilities.
Duties
Serves as a Policy Advisor responsible for providing analysis, advice, and consultation to the Assistant Secretary and Deputy Assistant Secretary on current public policy, national policy priorities, national policy collaboration, national policy development, and program policy coordination on a variety of
employment and employment-related policies for individuals with disabilities.
Performs a wide range of duties and responsibilities such as evaluating and presenting divergent opinions affecting disability employment policy issues, and defining and describing feasible options including the impact of their adoption.
Attends consultations, meetings, and conferences with public and private constituents and experts, advocacy groups DOL and other Federal agency officials, staff in State and local organizations to obtain information on disability employment issues; draft summaries of meetings, relevant analyses, and policy recommendations.
Participates with senior-level policy staff in the analysis of proposed legislation and legislative proposals to identify existing gaps and anomalies; points out problems not resolvable administratively; evaluates the effect of changes to the various programs and systems.
Evaluates the effect of proposed and adopted legislation on different levels and the services/systems available to individuals with disabilities and determines administrative feasibility; and drafts reports and analyses suitable to the assignment at hand for supervisory review.
Provides technical support to senior analysts in ODEP, through the interpretation of various federal and state disability and employment-related program goals and objectives, major policy decisions, current policy issues, related to trends in the various programs such as information and communication technology and emerging technology such as artificial intelligence, machine learning, and virtual realities.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
- This position is inside the bargaining unit.
Qualifications
You must meet the "Specialized Experience" to qualify for Policy Advisor, GS-0301-13 as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes:
1) documented experience in assisting in the development of national policy (including legislative and regulatory recommendations) and assisting in the provision of guidance designed to increase employment opportunities for individuals with disabilities.
2) documented experience in assisting in the development of national policy (including legislative and regulatory recommendations) on issues related to employment, including, but not limited to, areas such as transportation policy, technology policy, and health care policy.
3) excellent writing skills including documented experience in the development of policy recommendations and briefing materials related to employment and disability. If interviewed, applicants will be asked to provide written examples of their work in the above areas of required specialized experience.
Education
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-13 grade level.
