The position is a non-clinical supervisory position providing oversite of Social Service Assistants (Whole Health Partners) and assisting veterans with an approach to health care that empowers and equips them to take charge of their health and well-being to live their lives to their fullest, with a focus on facilitation skills and mindful awareness. The position will engage with veterans in a group-based format and individually.
Duties
Responsible for the oversight and delivery of the Whole Health Group Programs (Introduction to Whole Health and Taking Charge of My Life and Health). Acts as a subject matter expert on Pathway Programming and aids in skill development of Whole Health Partners staff and individuals supporting programming. Supports Whole Health Partners and Veterans in navigating the Whole Health Journey, specifically through the Pathway element of the Whole Health Partnership Model.
Reports program outcomes and status to the Whole Health Pathway Supervisor or other Whole Health facility leadership. Develops information for Veterans about the Whole Health Group Programs, collaborating with internal and external stakeholders for supporting the Veteran's Whole Health journey to develop resource lists for wellbeing support within the facility and in the local community. Meets with external stakeholders to provide information about the Whole Health Group program and access to Veterans and conducts outreach activities to inform Veterans and family members of the programs available. Maintains extensive list of internal and external contacts and stakeholders. Coordinates event and outreach planning and assures events are staffed adequately.
Oversees outreach and promotion of Pathway Programming component of Whole Health to all Veterans throughout the Medical Center, Community Based Outpatient Clinics (CBOCs) and Veteran Community Partners. Works closely with Center for Development, Civic Engagement and Public Affairs to assure accurate and up-to-date messaging of Whole Health and acts as liaison for community partners and volunteers.
Plans work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty, the requirements of the assignments and the capabilities of employees. Develops performance plans and evaluates performance of subordinates. Provides advice, counsel, or instruction to individual employees on both technical and administrative matters. Interviews candidates for positions in the office; makes recommendations for appointment, promotion, or reassignment. Hears and resolves complaints, referring group grievances and the more serious complaints not resolved to higher-level supervisors. Effects minor disciplinary measures such as warnings and reprimands, recommending action in the more serious cases. Identifies developmental and training needs of employees, providing or making provision for such development and training. Exercises overall responsibility over the establishment and management of the offices position structure and develops an efficient and economical position structure that will best serve mission needs by providing the optimum balance between economy, efficiency, skills utilization, employee motivation and development. Implements/adheres to organizational equal employment opportunity action plans.
Welcomes Veterans into the local system, orients Veterans to Whole Health concepts, offers a variety of points of entry into partnership with VHA, coordinates and connects Veterans to resources and programs based on preferences, assists Veterans in articulating their goals for health and well-being, learning and practicing new self-care skills, helps them monitor their progress, assists them in their health plans, supports them in advocating for themselves to obtain effective services, and provides tolls and resources to assist in navigating the Whole Health System; develops internal and external resource material, trains Whole Health Partners in the Whole Health Group program curriculum.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience working with data analytics programs; experience working with VA's Whole Health approach and transformation of healthcare; involvement with facilitating education groups; organizational and time management skills; effectively communicating, both orally and written, to maintain customer relations; experience using several types of computer software programs (ex: Microsoft Office Programs, Word, Excel, etc.) in order to generate specific working documents, forms, letters and spreadsheets to set up files and to create reports; retrieving, analyzing and converting data into a presentation or report; collecting and analyzing budgetary information to include maintaining excel spreadsheets daily, weekly, monthly, and yearly for leadership presentations; implementing and tracking program status(es); and, performing a variety of administrative and clerical tasks to include develop, prepare and maintain spreadsheets to evaluate programs and possible process improvements. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level.
