This position is within the Employee Occupational Health (EOH) Department, VA Portland Healthcare System. The primary intent of the Employee Occupational Health (EOH) Service is to provide work related health care services to the employees/volunteers/trainees of VAPORHCS. The goal of this care is to create a healthy work environment through safer work/health practices among employees.
Duties
Major Duties include but is not limited to:
Performs observation-based screening and collecting patient information in collaboration with licensed personnel.
Obtains patient health history for chief complaints, medication history, and information about health-related or high-risk conditions that may impact the patient's health status.
Assists in behavioral/psychiatric situations in a low-risk setting.
Assists licensed personnel with crisis intervention and applying prevention and management of disruptive behavior techniques (PMDB).
Assists EH licensed personnel with the delivery of care to employee patients.
Recognizes life threatening situations and act to correct these emergent situations according to established national or local protocols.
Initiates cardiopulmonary resuscitation (BLS) and use of automatic external defibrillator (AED) once trained and certified and where appropriate.
Clinical responsibilities include but are not limited to: taking vital signs, equipment and medical instrumentation set up, observations and interventions, specimen collection and preparation and assisting with patient exams and screening.
Documents actions, interventions and patient response in the health record.
Medication administration which may include intramuscular, oral, intranasal, subcutaneous, and intradermal.
Follows national and local pharmacy and facility guidelines for disposal of medications.
Conducts or assists with the training of personnel medical care techniques.
Conducts or assist with stand-downs, community health programs, health-care screenings, and immunizations.
Serve as members of hospital-wide committees to enhance employee/occupational health care.
Performs other duties as assigned.
Work Schedule: Monday - Friday 6:30 am - 3:00 pm or M,W,TH,F 6:30 am - 5:00 pm

Physical Requirements: The work requires a level of physical fitness that allows for standing for extended periods, light lifting, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting, and walking.
Work Environment: The incumbent will work in an outpatient clinical setting with some of the time spent in administrative/office duties. During mass immunization drills and outdoor testing clinics, the incumbent may be exposed to all types of weather conditions, and face risks and discomforts, to include the possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or to use protective gear.
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. One year (52 weeks) of specialized experience at the GS-06 level or equivalent for this position. Specialized experience include but is not limited to: performing observation-based screening and collecting patient information in collaboration with licensed personnel; assists licensed personnel with crisis intervention and applying prevention and management of disruptive behavior techniques (PMDB); performs clinical responsibilities include but are not limited to: automated vital signs machines, manual blood pressure, specimen collection and preparation, phlebotomy, assisting with patient exams and screenings.

Education: Applicants may substitute education for the required experience. Applicants must have successfully completed one (1) year of graduate education or internship directly related to the position at the next lower grade level. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts required.
OR
Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. Only education beyond a one-half year (e.g. 6 months; 9 semester hours) of graduate level education may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 9 semester hours of graduate education that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
