You will serve as a Supervisory Program Manager (Public Works Resources and Assessment Director), in the Public Works Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Washington.

Duties

You will plan work to be accomplished by junior employees, set and adjust short-term priorities, or prepare schedules for completion of work. You will determine resource needs, evaluate impact of resource constraints, and recommend action for enhancing the efficiency of the assigned business process. You will analyze programs to determine if new business processes need to be developed.

  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel, up to 25% from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Analyzing Public Works programs and processes to ensure compliance with the organization's requirements; 2) Developing solutions and/or process improvements to Public Works programs and processes; 3) Tracking funding execution in support of public works programs; and 4) Recommending improvements to Public Works programs to senior leadership.
