Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Social Science Analyst (Senior Data Scientist) in the Secretary for Planning and Evaluation's (ASPE) Office of Science and Data Policy, you will use your knowledge and experience to optimize business results and customer experience by:
Utilizing social science research methods to evaluate the impact of new or proposed legislation, regulations, and policies affecting the collection, analysis, linking, storing, dissemination, and disposal of HHS data assets.
Anticipating and alerting HHS leadership about potential concerns in areas such as data privacy, quality, consolidation, harmonization, and ethics for programs of record and data analytic platforms.
Developing and coordinating analyses of operational policy and program operations.
Planning and executing all phases of work which includes determining new or established approaches or methodology used in completing specific tasks.
Serving as an advisor to senior program officials with responsibility for designing and implementing major, mission-critical data projects.
Writing clear, concise issue papers and talking points for the senior staff.

Qualifications
WHAT WE ARE LOOKING FOR
BASIC QUALIFICATION REQUIREMENT:
A. Must have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position.
OR
B. Combination of education and experience that provides knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
MINIMUM QUALIFICATION REQUIREMENT:
Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing ALL of the following:
1) Conducting public policy analysis, evaluation, or research for science or public health policy.
2) Communicating complex policy topics or the results of research to nontechnical audiences.
3) Providing leadership, expert advice, or guidance on the analysis of science or public health policy issues.
4) Coordinating across multiple programs or agencies to further advance science or public health policy.
