This position is located in the Department of Homeland Security (DHS), DHS Headquarters, Office of the Chief Human Capital Officer (OCHCO), Cybersecurity and Intelligence Talent Experience (CITE). CITE is responsible for operationalizing the new DHS Cybersecurity Talent Management System (CTMS) - authorized in 6 U.S.C. 658. CTMS uses alternative methods for defining cybersecurity jobs and hiring and compensating employees within the DHS Cybersecurity Service.

Duties

All DHS-HQ announcements have a 5 business day open period due to the number of applications received. As an Executive Assistant GS-0301-12 in support of the Executive Director of Cybersecurity and Intelligence Talent Experience, your typical work assignments may include: Serving as a personal representative, engaging with individuals via telephone or in-person with high-ranking officials within this department; as well as, other departments and agencies, executives of state and local governments, and executives from private industry. Managing the Director's and leadership staff calendars by arranging appointments, responding to inquiries when appropriate, or referring the individual to the proper official on matters of a highly technical or detailed nature. Arranging conferences and meetings, preparing agendas and briefing materials for the leadership staff use, and compiling notes and following up on assignments to ensure that commitments are fulfilled. Researching a variety of subjects in order to provide the leadership staff with authoritative information and material which is utilized in the preparation of correspondence, reports, policy documents, speeches, etc., in connection with congressional hearings and important conferences and negotiations. Planning, organizing and/or leading multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas. Gathering information, identifying and analyzing extremely complex issues in order to develop recommendations to resolve substantive problems of effectiveness and/or organizational productivity in order to determine the best approach to achieve desired objectives.

Qualifications

Specialized Experience: You qualify for the GS-12 grade level (starting salary $94,199) if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Serving executive or senior staff with administrative support, planning meetings and conferences, arranging appointments, and serving as a liaison between staff members; Gathering information, identifying and analyzing complex issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations; and Analyzing internal office policies and procedures and proposes and implements improvement plans. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form (non-award) which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
