Duties
This position is located at Department of Commerce OIG, Office of Administration - Office of Budget and Admin Management. As an Administrative Management Specialist, you will perform a variety of duties in support of the effective planning and management of administrative functions, resources, and services, including, but not limited to space, personal property, procurement, physical security, safety, building occupant emergency response, and function primarily as one of the central operations person and performsa wide variety of administrative management support.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Administrative Management Specialist, you will:
Prepare and present reports and briefings regarding space utilization.
Receive and process requests for OIG credentials, investigative badges, building passes, keys, safes, and other devices and equipment designed to safeguard space, information technology, records, and other physical assets.
Assist the Property Management Officer in planning and conducting annual personal property inventory.
Use the government purchase card and other established acquisition vehicles to acquire a variety of goods and services in support of the OIG mission.
Serve as backup providing advice and guidance to OIG employees in interpreting travel policy and regulations, preparing requests for official travel, and resolving specific travel-related problems and issues.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Effective planning and management of administrative functions, resources, and services, including, but not limited to space, personal property, procurement, physical security, transit, safety, Continuity of Operations Planning (COOP), and administrative support.
Examples of this experience could include but not limited to:
1) Advising employees of the policies, regulations, and guidance regarding travel authorizations and vouchers. (i.e. assisting employees with completing and submitting travel system access forms, understanding of travel routing pools, providing guidance, complete, update, process amendments, and other resolutions to travel issues within the departmental travel system.)
2) Run travel reports and respond to Office of Inspector General (OIG) internal and departmental data calls requests.
3) Experience in receiving and processing credentials and physical assets. (i.e. planning and conducting personal property inventory, placing purchase card orders, reconciling purchases, and assisting with transit benefit subsidy requests.)
4) Preparing written correspondence and policy development on a wide range of topics. (i.e. personal property management, acquisition/procurement, travel and transportation.)
5) Researching and/or analyzing uncommon administrative issues, problems, or program requirements and providing recommendations for improvement.
6) Tracking accountable property and/or retiring property.
7) Experience conducting or overseeing physical and online inventories.
8) Experience with Government Purchase Card regulations, policies and procedures. (i.e. conducting purchase card audits and preparing analysis to provide to management.)
9) Experience using Transit Subsidy Program regulations, policies and procedures. (i.e. conducting annual transit audits and
analysis.)
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience using travel regulations, policies, and procedures.
Examples of this experience could include but is not limited to:
1) Advising travelers of the regulations or procedures regarding travel authorizations.
2) Preparing change of duty station orders which may include arranging the shipment of personal effects or arranging storage and participating in the maintenance of a travel system. (i.e. providing user access, identifying issues and making recommendations for resolution)
3) Experience using Government Purchase Card regulations, policies and procedures. (i.e. making purchases for government supplies and/or training, completing monthly reconciliation)
4) Experience using Personal Property Management regulations, policies and procedures. (i.e. tracking accountable property, retiring property)
5) Preparing reports and providing to program offices.
6) Experience using Space Management Policies and Procedures. (i.e. conducting Space Move for program Offices, which includes working with contractors, etc.)
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Assisting with travel regulations, policies, and procedures.
Examples of this experience could include but is not limited to:
1) Assisting employees on procedures for completing travel authorizations, vouchers, expense reimbursements or similar documents.
2) Providing user assistance on automated travel systems.
3) Experience maintaining records regarding travel and relocation.
4) Experience using Government Purchase Card regulations, policies and procedures. (i.e. making purchases for government supplies and/or training, completing monthly reconciliations)
5) Experience using Personal Property Management procedures. (i.e. tracking accountable property, retiring property.)
OR
3 full years of progressively higher level graduate education OR possess a Ph.D. or equivalent doctoral degree.
OR
a combination of graduate level education beyond the first 2 years of progressive graduate study and specialized
experience that together meets 100% of the qualification requirements for this position. (Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
