This vacancy is for a Legislative & Intergovernmental Affairs Specialist in the Minority Business Development Agency within the Department of Commerce.

Duties

As a Legislative & Intergovernmental Affairs Specialist, you will perform the following duties: Monitors and tracks congressional actions and intergovernmental developments on issues of interest Facilitates and expedites the flow of appropriate information between Capitol Hill Congressional and intergovernmental offices Perform analysis and review of congressional testimony, proposals and bills to determine impact on policies, programs, and/or constituents, and provides recommendations when appropriate. Establishes and maintains a reliable bi-partisan network with Capitol Hill congressional offices, congressional committees, and intergovernmental affairs organizations through staff liaison, meetings, committee hearings, policy briefings and information exchanges on Capitol Hill. This Job Opportunity Announcement may be used to fill other Legislative & Intergovernmental Affairs Specialist GS-0301-11/12/13 FPL 13 positions within the Minority Business Development Agency in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as: Maintaining relationships with legislative bodies. Assisting in the preparation of informational memos, or legislative letters of support, or briefing packages, or congressional/intergovernmental correspondence related to an organization's grants, programs, or accomplishments. Gathering, exchanging, and clarifying information on legislative initiatives. Exercising guidelines, standard protocols, and etiquette associated with congressional or intergovernmental operations. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and graduate level education is qualifying, as described above. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. To qualify at the GS- level:12 SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Developing and maintaining relationships with legislative bodies. Preparing informational memos, briefing packages and congressional or intergovernmental correspondence related to an organization's grants, programs, or accomplishments. Performing legislative analysis, specifically, identifying management problems, issues and opportunities in legislation and responding to legislative inquiries. Exercising and modifying guidelines, standard protocols, and etiquette associated with congressional or intergovernmental operations. To qualify at the GS- level:13 SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Preparing and presenting informational memos, briefing packages and congressional or intergovernmental correspondence related to an organization's grants, programs, or accomplishments. Performing legislative analysis, specifically, identifying management problems, issues and opportunities in legislation and responding to legislative inquiries. Making policy recommendations and planning projects based on objectives with minimal technical supervision. Experience advising Members of Congress on House/Senate floor proceedings Exercising, modifying, and developing guidelines, standard protocols, and etiquette associated with congressional or intergovernmental operations. Making authoritative recommendations, generating assignments, and planning projects based on objectives with minimal technical supervision.
