The Visual Information Specialist (VIS) position is located within the Public Affairs Department under the Office of the Director of the Butler VA Health Care System (Butler VA). The incumbent works under the supervision of the Public Affairs Officer. The incumbent is an integral member of the Public Affairs and Butler VA team, performing graphic design and visual communication planning and development, assisting with web and social media design and content management along with photography.

Duties

Position Description/PD#: Visual Information Specialist/PD024290 Work Schedule: Major Duties: Works in collaboration with the Public Affairs Officer and Public Affairs Specialist to plan, develop, design, and produce technical and visual communication products. Visual and virtual information technology is a high priority area within the VA/VHA system, with an emphasis on creating a positive Veteran (stakeholder) experience. Serves as visual information expert performing work involving communicating information through visual means for public affairs activities and medical/scientific/leadership presentations. Works independently and/or with subject matter experts to determine the most effective strategies for visual communications. independently plans and completes visual communication projects. Develops design ideas for the appearance and content of the product, selects visual materials such as graphics and illustrations to be used in the communication of information; designs the placement and appearance of visual materials; designs the placement of text in relation to art; decides type styles and typo graphical effects; and plans effective use of color schemes, textures, and shapes considering the technical requirements of a particular method of communication. Responsible for all photography and videography services for the Butler VA to include still or moving images. Works in collaboration with the Public Affairs Officer and Public Affairs Specialist to assist in the planning, design, testing, implementation, and updating of content to Butler VA's virtual media platforms, i.e. website, Social Media (Facebook, Twitter) and GOV. Delivery. Responsible for developing, implementing, and maintaining digital/electronic message boards located within Butler VA's Health Care Center (HCC) and sites at Butler VA's New Castle Road campus and Community Based Outpatient Clinics. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Compressed/Flexible: Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) proficient is a variety of software applications necessary to create necessary web pages, graphics, images, and multimedia presentations. Software includes, but is not limited to, Adobe Creative Suite (Photoshop, Dreamweaver, Acrobat, Illustrator, Flash, Fireworks, Media Encoder), Microsoft Office (Outlook, Word, Excel, SharePoint Designer) and other online applications needed to perform a variety of tasks (TeamSite, Google Analytics, and SharePoint), 2) design and production of complex posters, exhibits, brochures, newsletters, resource guides, patient and stakeholder education materials, Power Point presentations, freehand and computer-generated illustrations, diagrams, graphs, charts, and photographs for a variety of communication mediums including but not limited to print, 3) Determines the most effective visual strategies for communicating information to the target audiences, and 4) Prepares all visual materials for reproduction in correct format, ensuring completed design files and all elements are provided to printers or other reproduction means, reviewing proofs for design, color and other elements ensuring overall quality of all visual arts projects video,. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent will normally perform duties while seated utilizing various computer programs. Assignments involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent must be manually dexterous when operating video or photography equipment or when creating, transporting or assembling exhibits. Visual interpretation of color is essential. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of VA literature and to push carts of supplies.
