This position is organizationally located within the Office of the Associated Chief of Staff for Education (ACOSE), under the Chief of Staff Office in the Education Services department at the San Francisco Veterans Affairs Medical Center.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties of the position will include but not be limited to:
Serves as a primary resource for Administrative Officers (AOs) and Resident Coordinators (RCs) from each of the 40+ training services regarding GME activities and works closely with them as part of the duties outlined below.
Manages all internal and external customer requests for administrative and program information and/or support using excellent communication skills. Independently creates clearly written, grammatically correct, communication and correspondence in the forms of memos, letters, reports, email messages, handwritten notes, and instructions.
Establishes annual budgets to support VA resident salaries for ACOSE and VA CFO review/approval
Directs the processing of all medical and dental residents through the SFVAMC Disbursement Agreement that provides payroll for over 800 resident positions, filled by over 1300 rotation residents.
The incumbent will generate reports for ACOSE review/approval and disseminate to all levels of the organization.
Develops and maintains processes to assure compliance with educational mandates from OAA and VHA (OIG, GAO, and others), the SFVAMC and VISN 21.
Collects data and prepares quarterly summary time/attendance reconciliation reports for review by the ACOSE and VA and affiliate program offices, provides these offices the opportunity to submit additional supporting documentation of resident attendance.
Work Schedule: Monday Through Friday 08:00am - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09 Minimum Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience includes: apply analytical and evaluative techniques to identify, consider, and resolve issues or problems of a procedural or factual nature; use PC software, such as Microsoft Excel, Word, Access, PowerPoint and Outlook; prepare written reports and/or presentations; effectively communicate with subordinate staff, internal and external stakeholders, as well as Veterans and their families; perform supervisor duties such as assign and review work, establish performance standards, maintain and improve employee morale, and initiate disciplinary action. (This experience must be well documented in your resume.)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level.
GS-11 Minimum Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of policies, organizations, programs, and graduate medical programs, knowledge of budgeting and fund control accounting techniques to prepare budget plan, skills in data analysis, develop proposals for funding initiatives, ability to interpret VA rules, regulations and directives.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts must be submitted with application. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate school may be used to qualify applicants for the GS-11 level.

Physical Requirements: Must be able to move about the campus physically and carrying five to ten pounds at a time is required to perform work. The place of work follows general VA safety regulations and other compliance protocol.
